Dubai Introduces AI Platform to Speed Up Property Registration

Dubai is taking another step towards digitising its property market with the launch of a new system designed to simplify the administrative work of real estate developers. The Initial Registration platform brings several processes that previously required separate procedures into a single digital environment, including project registration, property transactions and escrow account management.

The new service was launched by the Dubai Land Department (DLD) as part of a broader effort to automate real estate procedures and improve coordination between developers, regulators and financial institutions. According to the official announcement by Dubai Land Department, artificial intelligence is being used to reduce manual work, improve data accuracy and make property-related government services more transparent.

The platform was presented during an event at Grand Hyatt Dubai attended by senior DLD officials as well as representatives of the public and private sectors. Its introduction comes as Dubai continues to expand the digital infrastructure supporting one of its most active economic sectors.

AI Takes Over Routine Registration Tasks

One of the central features of Initial Registration is automated document processing. The system can read Emirates IDs, passports and sales contracts, identify the required information and automatically insert relevant data into application fields. This is intended to limit repetitive manual entry and reduce errors during the registration process.

Standard transactions that satisfy established requirements can also move through the system automatically. Instead of repeatedly submitting documents or restarting an application because of minor omissions, developers can provide missing information while keeping an existing transaction active.

The practical impact could be substantial. DLD official Mustafa Al Rifai told Emirates News Agency that the new platform can cut data-entry work by as much as 80%. Transactions that previously required around 30 minutes to register may now be processed in less than five minutes.

The system also determines the appropriate procedure through a short sequence of questions. This approach is designed to make the registration journey clearer while reducing unnecessary communication through phone calls, emails or physical visits to government departments.

Developers Gain a Single View of Projects and Financial Data

Beyond faster transaction processing, the platform is designed to consolidate information that developers previously had to manage across different systems.

A feature known as Project 360 provides an integrated overview of individual developments, including unit status, project records, financial information and escrow accounts. Early-warning indicators can also flag potential issues, giving developers and regulators an opportunity to respond before problems become more serious.

The integration is particularly relevant to Dubai’s off-plan property sector, where escrow accounts form an important part of the regulatory framework. Funds collected from purchasers of off-plan units are deposited into project escrow accounts, helping regulate the financing and construction process and protect investors’ interests.

Developers can use one account to oversee several companies and multiple property projects. Different permissions can be assigned to employees responsible for submitting or reviewing transactions, creating a clearer internal workflow.

Closer integration with banks should also help reduce inconsistencies between property sales, ownership information and escrow records. For regulators, the same infrastructure provides more consistent data for monitoring projects and transactions.

More Than 1,500 Developers Expected to Move to the System

The transition will be carried out progressively rather than moving the entire market to the platform at once. More than 1,500 property developers are expected to benefit from the system, according to DLD.

Large developers with higher transaction volumes will be among the first to receive practical training. Other companies are expected to follow in groups of approximately 50 to 100 developers during successive weekly onboarding stages. The previous system will eventually be phased out as the migration progresses.

The current rollout is only the first stage of the project. A second phase is expected to introduce additional integrations and upgrades, expanding the connection between Initial Registration and other digital systems used across Dubai’s property sector.

For Dubai, the significance of the project extends beyond reducing the number of forms developers need to complete. Faster registration, interconnected records and automated checks can lower administrative friction as transaction volumes and the number of projects increase.

The platform also fits into Dubai’s wider push towards AI-based government services. Authorities have set a goal of enabling 50% of UAE government sectors, services and operations to function through autonomous, self-executing AI models within two years.

For the property industry, the shift towards integrated digital infrastructure could become increasingly important as the market grows. Developers need faster procedures, regulators require reliable information, and investors depend on transparent records. Bringing these functions into a connected system gives Dubai additional capacity to handle future growth without relying on equally rapid expansion of traditional administrative processes.

Initial Registration therefore represents more than another online government service. It reflects a broader transition towards an increasingly automated property ecosystem in which registration, project oversight and financial information are connected from the beginning of a development’s lifecycle.
