UAE Pioneers Global Movement for Chief AI Officers, According to IBM and Dubai Future Foundation Research

The United Arab Emirates (UAE) is leading a significant global movement towards the governance of artificial intelligence (AI), with a higher number of organizations appointing Chief AI Officers (CAIOs) than any other country surveyed. This insight is derived from a recent global study conducted by the IBM Institute for Business Value (IBV) in partnership with the Dubai Future Foundation (DFF).

According to the study, which surveyed over 600 CAIOs across 22 nations and 21 industries, 33% of organizations in the UAE have appointed a CAIO. This figure surpasses the global average of 26%. Organizations with a CAIO report a 10% increase in return on investment (ROI) from AI expenditures, with the ROI soaring by up to 36% under a centralized or hub-and-spoke operating model.

The report includes a foreword from Omar Sultan Al Olama, the UAE Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, who highlighted the need for leadership in AI. He noted, “AI is not merely a singular breakthrough; it involves numerous incremental shifts. It encompasses culture, institutions, and habits. The CAIO plays a crucial role in fostering these habits across various sectors such as public administration, healthcare, education, and logistics. Beyond being a technologist, the CAIO acts as a bridge between vision and execution, merging strategy with science, and ensuring value across the organization.”

Additionally, the report features insights from key UAE organizations, including the Roads and Transport Authority (RTA) and Dubai Customs, reflecting a comprehensive approach to AI strategy within the nation.

“The early embrace of the Chief AI Officer role by Dubai is indicative of our national commitment to a responsible and forward-thinking government,” remarked Saeed Al Falasi, director of the Dubai Center for Artificial Intelligence.

He further commented, “This research confirms that CAIOs serve as strategic enablers and catalysts that propel the city’s vision for the future. By equipping these leaders with the appropriate tools, we are facilitating scalable and measurable AI impact across vital sectors in Dubai.”

Lula Mohanty, managing partner for the Middle East and Africa at IBM Consulting, stated, “By creating CAIO positions early and granting them authority and budgetary control, organizations in the UAE have built a robust foundation for enterprise AI. The subsequent step involves executing beyond pilot projects, incorporating AI into core business functions, and achieving measurable ROI. Key Findings: UAE CAIOs Achieving Superior Outcomes

UAE CAIOs Enjoy Enhanced Senior Leadership Support:

  • 90% report adequate CEO backing, compared to 80% globally.
  • 86% have broader support from the C-suite, against 79% globally.
  • 69% are promoted internally, while the global figure stands at 57%.

Their Responsibilities are More Comprehensive and Strategic:

  • 79% manage the AI budget (compared to 61% internationally).
  • 62% focus on creating business cases (against 45% globally).
  • 50% direct the implementation of AI, in line with global counterparts.
  • However, 38% of UAE CAIOs find execution “very challenging,” exceeding the global average of 30%.

UAE CAIOs Possess Extensive Operational Knowledge:

  • 69% come from a data background, mirroring global data.
  • 48% have operations experience, compared to 38% globally – indicating a focus on execution.

Balancing Innovation with Responsibility

While measuring impact is essential, UAE CAIOs are proactive, despite not having flawless metrics:

  • 76% believe their organizations risk falling behind without assessing AI effects (versus 72% globally).
  • 74% launch AI initiatives even when full outcomes cannot yet be evaluated (compared to 68% globally).

Opportunity for Growth

Even with strong leadership momentum, the maturity of AI adoption is still evolving:

The study aligns with the broader national aspirations. Under the UAE’s AI Strategy 2031, the country aims to emerge as a global leader in AI across various sectors, including health, education, energy, and smart cities. This collaborative research between IBM and the Dubai Future Foundation underscores the pivotal role of CAIOs in realizing that vision.
