Its primary goal is to provide protection, care, and rehabilitation for victims through a comprehensive array of services grounded in clear legal and institutional frameworks, complemented by supportive local and international partnerships.
Established by a decree on February 15, 2017, from His Highness Sheikh Saud bin Saqr Al Qasimi, a member of the Supreme Council and Ruler of Ras Al Khaimah, the centre operates as a semi-governmental entity, independent in its administrative and financial matters. Its mission is to provide protection and care for affected women and children, with services categorized into five main areas: immediate relief for victims, healthcare, psychological and legal assistance, rehabilitation programs that include educational and vocational training, and follow-up assistance post-shelter. Additionally, the centre engages in ongoing awareness efforts aimed at preventing violence and promoting a culture of human rights.
The centre’s operations are consistent with UAE federal legislation, particularly the Anti-Human Trafficking Law and the Child Protection Law. It has formed a network of partnerships with judicial, police, and social entities, as well as collaborations with international organizations such as the International Organization for Migration. These partnerships provide a robust foundation for the centre to respond effectively to emergencies and ensure a dignified life for the victims, with continued support even after they leave the centre.
The centre offers various services that include “relief” in cooperation with relevant agencies. It provides temporary shelter for victims of human trafficking, ensuring they receive essential care prior to their return to their home countries, all in a nurturing and supportive environment. Every necessary health, psychological, and legal measure is taken, as victims often experience high levels of sensitivity and require specialized psychological care. The centre provides comprehensive health, psychological, and legal services by a team of professionals, alongside rehabilitation support. It also organizes educational, vocational, and recreational courses to help victims overcome their traumatic experiences and prepare for reintegration into their home societies.
Experts at the centre work to eliminate idle time and transform it into constructive opportunities for the victims’ future. The centre equips victims with various educational and training resources, focusing on learning languages, acquiring basic professional skills, as well as crafts and arts. Following confirmation of their safety and well-being, after a period dedicated to rehabilitation and skills training, the centre coordinates with relevant authorities in the victims’ home countries to facilitate their transfer back, ensuring ongoing support to guide them to specialized organizations for continued rehabilitation, thus preventing potential re-victimization by traffickers. Moreover, the centre actively works on community awareness initiatives through local and international plans and activities aimed at raising awareness and combating these crimes.
