Empower Insulated Pipe Systems (ELIPS), a fully owned branch of Emirates Central Cooling Systems Corporation (Empower), has entered into a new agreement to provide insulated piping for the Ali Al-Sabah Military Academy project located in Al Zahra, Kuwait. The contract encompasses pipe dimensions from 25 mm to 800 mm with a total network length of 19 kilometers. Deliveries are anticipated to commence in the fourth quarter of 2025, which will initiate the infrastructure development phase of the project.
ELIPS stands out as a prominent provider of insulated pipe systems and innovative thermal solutions in the region, emphasizing precision, safety, and quality. The company employs comprehensive monitoring and oversight processes to guarantee adherence to international standards.
This new contract further enhances ELIPS’ presence in Kuwait, following their successful provision of critical infrastructure for notable projects such as Kuwait University in Khaldiya, the industrial and storage sectors in Sabah Al Ahmad City, and various commercial establishments in Jaber Al Ahmad Residential City.

This undertaking is being overseen by Dar Al Khaleej Engineering Consulting and executed by Hydrotech Engineering. It is part of Kuwait’s broader initiative towards sustainable infrastructure, where district cooling systems are more frequently deployed to cut carbon emissions, decrease energy consumption, and conserve natural resources. These systems are especially compatible with Kuwait’s demanding climatic conditions.
In the last 16 years, ELIPS has manufactured and supplied over 880 kilometers of insulated pipe systems, marking a 40% increase in production in the past five years alone. The company currently caters to over 300 clients and has successfully completed more than 240 projects throughout the UAE, the Gulf region, and North Africa.
