The Global Government Summit has released a report titled “Full Efficiency,” which highlights the growing challenges governments face amid rapid technological advancements, increasing societal expectations, and escalating financial pressures. The report presents a transformative model aimed at enhancing the efficiency and sustainability of the public sector.
This report, produced in collaboration with FTI Consulting, provides a practical roadmap to boost performance within government entities. It focuses on three strategic pillars: accelerating agile governance by removing rigid regulatory frameworks, radically re-engineering and redesigning government processes, and adopting innovative value-based funding models. Backed by in-depth research and case studies from leading global governments, as well as analyses from specialists in transformation and public sector development, the report underscores its findings.
The report emphasizes that enhancing the efficiency of the public sector is crucial for supporting national economic growth, noting that government spending averages around 32% of the global GDP.
It highlights the swift transition of governments toward more flexible regulatory models centered on achieving outcomes. This is being facilitated through the adoption of tools such as principle-based regulation, policy labs, and experimental regulatory zones.
These instruments have proven effective in accelerating innovation and policy development in several leading nations, including the United Kingdom and Denmark.
The report also spotlights the transformative potential of artificial intelligence technologies in speeding up and modernizing government processes, revealing that up to 84% of repetitive service transactions across more than 200 government functions are suitable for automation.
This shift contributes to improved government performance and reduces reliance on human resources for routine tasks, thereby allowing them to focus on high-value strategic roles.
Successful application models from the United Arab Emirates and Denmark illustrate how AI and automation technologies have alleviated administrative burdens while generating significant cost and time savings, all alongside improving customer experience.

The “Full Efficiency” report clearly indicates that productivity in the public sector is no longer just an added benefit, but has become a fundamental factor in enhancing economic resilience and national competitiveness.

The report references noticeable disparities in public satisfaction with service sectors, drawing on data from the OECD. Satisfaction levels were approximately 70% in education, health, and justice sectors, compared to only 60% in administrative services.
This disparity reflects an urgent need to develop citizen-centric service models that integrate digital solutions and innovation at the core of public service design.
Furthermore, the report highlights the growing significance of innovative financing tools in reshaping public service funding mechanisms. Governments have adopted models such as value-based budgeting, social impact bonds, blockchain-supported digital bonds, and green bonds to foster sustainable and transparent financing.
The report stresses that government efficiency is not merely a traditional administrative option or solely linked to cost reduction; it has become a strategic cornerstone for ensuring institutional flexibility and enhancing governments’ capacity to respond to community needs.
