Dubai Municipality Conducts 25,000 Field Inspections to Regulate Construction Activities in the First Half of 2025

The Dubai Municipality has announced impressive achievements in the regulation of the construction sector and oversight of construction activities during the first half of 2025. The municipality conducted over 25,000 field visits for construction inspections, marking a 36% increase compared to the same period in 2024. It targets more than 18,800 ongoing construction projects occupying over 36 million square meters, demonstrating an 11% growth relative to the previous year, which indicates a rise in new projects in Dubai.

These efforts reflect Dubai Municipality’s integrated regulatory strategies aimed at ensuring building safety across the emirate through a comprehensive oversight system that spans all phases of construction. This framework promotes a secure and sustainable building environment, supporting Dubai’s vision of becoming the world’s smartest and most sustainable city in construction and development. The positive growth in Dubai’s construction sector is also driven by the various investment and commercial facilitation initiatives, alongside advanced infrastructure and a supportive regulatory environment.

Moreover, the compliance rate with laws and regulations reached 96%, demonstrating diligent efforts to maintain safety standards in construction activities and urban planning. During the first half of this year, the Dubai Municipality issued 1,669 completion certificates for buildings, which is a 30% increase compared to the same period last year. This includes 1,484 villas, 74 multi-storey buildings, and 60 industrial structures, adding nearly 2 million square meters of residential, commercial, and industrial space to the emirate.

Aspirational Vision

Eng. Maryam Al Mehiri, the Executive Director of the Building Regulation and Licensing Agency at Dubai Municipality, stated: “The Dubai Municipality places significant importance on meticulous engineering oversight of construction activities, as it is a key tool for organizing the sector and raising its standards. We are firmly committed to developing it into the most intelligent and sustainable globally, ensuring a safe and sustainable building environment that applies the highest quality and safety standards at all construction stages, ultimately enhancing the quality of life for residents and establishing Dubai as a leading hub in the construction sector.”

She added: “Today, Dubai is not just a rapidly developing city, but a global platform providing a sustainable model for future urban development. We are dedicated to continuing our efforts to realize this ambitious vision and to collaborating closely with our partners in the construction sector to enhance sustainability, excellence, and innovation in this area.”

Innovation and Sustainability

Additionally, over 1.5 million cubic meters of green concrete were utilized, with thorough monitoring to ensure compliance with standards, further emphasizing Dubai’s commitment to environmental sustainability. The municipality also processed and transported 16.4 million cubic meters of soil, equating to filling approximately 6,500 Olympic-sized swimming pools. This included issuing 4,222 permits for the transport and supply of sand to ensure optimal soil use and approving more than 1,126 requests for free sand to support residents in building their personal villas as part of community enhancement initiatives.

Dubai’s vision for the construction sector surpasses traditional frameworks, focusing on innovation and sustainability as essential tools for supporting urban development, streamlining construction processes, enhancing governance, and maintaining legislative and regulatory flexibility to make Dubai a preferred destination for investors in this vital sector.
