Reports indicate that former U.S. President Donald Trump is preparing to make a proposal to Russian President Vladimir Putin that includes several economic concessions in exchange for establishing peace in Ukraine.
According to the British newspaper “The Telegraph,” the proposals involve granting Russia access to natural resources in Alaska and rare earth minerals in Ukraine, as well as lifting certain sanctions on the Russian aviation sector.
The report suggests that Trump will enter the anticipated meeting with Putin in Alaska armed with numerous financial incentives for Moscow, which include the potential opening of Alaska’s natural resources to Russian exploitation and relaxing some U.S. sanctions on Russian aerospace industries. Additionally, the proposals offer Putin access to rare earth minerals located in Ukrainian territories under Russian control.
A knowledgeable source highlighted a variety of economic incentives, including the possibility of reaching an agreement on rare minerals. Ukraine possesses about 10% of the world’s lithium reserves, a critical mineral for battery production, with two of the largest lithium deposits located in areas of Ukraine controlled by Russia. Putin has expressed a keen interest in these valuable minerals located in those regions.
In May, the United States signed an agreement with Kyiv regarding rare earth minerals, allowing for the exploitation of Ukraine’s abundant natural resources with the establishment of new mining operations, potentially in collaboration with Russia.
The newspaper reports that U.S. Treasury Secretary Scott Parker briefed Trump on the possible economic concessions Washington could offer Russia to expedite a ceasefire agreement. These concessions include lifting the ban on exporting parts and equipment for maintaining Russian aircraft, which had been impacted by Western sanctions following the 2022 conflict in Ukraine. This situation forced airlines and the military to dismantle older planes for spare parts.
Furthermore, “The Telegraph” mentioned that Trump intends to hold a second meeting with Putin following the initial discussion, which would also involve Ukrainian President Volodymyr Zelensky. He stated, “If the first meeting goes well, we will arrange a quick second meeting with President Putin and President Zelensky, should they wish for me to be present.”
Additionally, Trump is considering allowing Russia to exploit natural resources in the strait separating the two countries, which are estimated to contain undiscovered oil and gas reserves, accounting for roughly 13% of the global oil reserves.
A British government source indicated that these incentives might be acceptable in Europe if presented in a manner that does not appear to reward Putin, adding, “They need to be introduced in line with public sentiment and should not be perceived as a prize for Putin.”
The U.S.-Russia summit between Trump and Putin is scheduled for Friday in Alaska.
