Doniyor Kadirov, the CEO of Rushmore Group, elaborates on how strategic foresight, disciplined execution, and cross-cultural awareness fuel his EPC operations from Central Asia to the Gulf Cooperation Council (GCC).
Having established and expanded ventures in various sectors, what common success factors do you identify in engineering, energy, and trading
In our work, from providing complete infrastructure solutions to managing intricate energy systems, aligning technical execution with long-term reliability and client satisfaction is paramount. We uphold rigorous engineering standards while remaining flexible to adapt to changing project requirements, which ensures continuous success across different industries.
What difficulties arise when carrying out projects in challenging terrains
Working in remote and logistically challenging environments tests every element of an EPC contractor’s expertise, including planning, mobility, compliance, and risk management. For instance, at the Khandiza mine in Uzbekistan, we executed a full EPC deployment under severe terrain conditions. As the coordinator of the consortium, we were responsible for all engineering outputs, procurement timelines, and site management. The crucial factor is connecting feasibility with readiness for execution from the very beginning, particularly in difficult-to-reach project areas.
Given your operations in Dubai, Hong Kong, and Central Asia, how do you ensure effective cross-border business integration and corporate governance
EPC projects, by their very nature, require cross-border collaboration among multiple stakeholders. Our operational approach reflects this complexity: it combines centralized technical oversight with decentralized execution flexibility. Each regional EPC office is granted the authority to adapt to local laws and supply chains while maintaining alignment with our global project standards. Our digital infrastructure guarantees transparency and compliance at every stage of execution, from engineering validation to procurement management.
How has your philology background influenced your negotiation and stakeholder engagement strategies
My educational background has provided me with a distinct advantage. In EPC contracting, you’ll often find yourself mediating discussions among governments, local communities, suppliers, and engineering teams. This experience enables me to interpret various contexts, adjust to different cultural expectations, and foster agreement where others may find conflict. These interpersonal skills are invaluable when securing project approvals, negotiating with authorities, or structuring joint ventures across multiple jurisdictions.
Transitioning from academia to leading industrial and infrastructure firms is remarkable. How did this change occur
It started with a desire to turn ideas into reality. My interest in infrastructure stemmed from its ability to transform vision into physical structures, where plans become tangible results. EPC served as that link. Over time, I recognized the pressing need in developing markets for firms capable of handling projects from start to finish—from engineering and permitting to procurement and maintenance. This realization led to the founding of Rushmore.
How do you determine which sectors and projects warrant investment
Our project evaluations are mainly conducted through the lens of EPC feasibility and national infrastructure strategies. If a sector demonstrates long-term demand and we can provide engineering and construction value, it becomes a strategic focus. We support initiatives—from mining logistics hubs to energy transmission systems—that are technically feasible, economically sustainable, and in harmony with our core delivery capabilities.
Moreover, as an EPC contractor, we often see more unsuccessful bids than successful ones, meaning that even with substantial investment in project preparation, we may not ultimately be selected for implementation.
How do you incorporate sustainable practices into large-scale industrial projects
For us, sustainable engineering goes beyond being just a trend; it is a concrete deliverable. Throughout our EPC scope, we integrate sustainability at every phase—from design efficiency and material choices to reducing emissions and ensuring workplace safety. We optimize fleet logistics to minimize fuel consumption, implement modular construction to lessen site disruption, and invest in clean technology integrations whenever feasible. Our belief is that the future of EPC lies in harmonizing industrial scale with environmental accountability.
What role does strategic investment play in linking opportunities between Asian producers and markets in the Middle East or Central Asia
Our EPC contracts frequently serve as connectors between Asian manufacturers and clients in the Middle East and Central Asia. Manufacturers contribute efficient, large-scale production, while we ensure that their products are tailored to local markets, adhere to regulations, and are fully functional in MENA and Central Asia. By fostering strategic joint ventures and offering supply chain EPC services, we help mitigate risks related to entering high-growth markets, aligning execution with regional policies and standards.
What vision do you have for Rushmore Holdings
Our ambition is to establish Rushmore as a reliable partner in infrastructure and industrial development across resource-abundant economies extending from Central Asia to the GCC. Be it oilfield development, mineral processing facilities, or energy infrastructure corridors, we are dedicated to executing high-impact, technically robust projects. In the coming decade, we aim to spearhead the industrial modernization of emerging markets, establishing new benchmarks for EPC reliability, localization, and sustainability.
