According to a report from The Washington Post on Sunday, the administration of U.S. President Donald Trump is considering a post-war strategy for Gaza, which includes U.S. management of the war-torn region for a minimum of a decade. This plan involves temporarily relocating Gaza residents and transforming the area into a resort and industrial hub.
The 38-page plan, which the newspaper reviewed, states that the two million inhabitants of Gaza would either move “voluntarily” to another country or to designated areas within Gaza during the reconstruction phase.
Earlier, Reuters reported a proposal to establish large-scale camps, termed “humanitarian transit zones,” within or possibly outside Gaza to accommodate Palestinian residents. This initiative is linked to the Gaza Humanitarian Foundation, a controversial aid organization backed by the U.S.
According to The Washington Post, landowners will receive a “digital code” for the rights to redevelop their properties. Additionally, each Palestinian who departs will be given $5,000 in cash alongside financial assistance to cover four years of rent.
The report continues that these individuals will also receive food provisions for a year. The plan is referred to as the “Gaza Reconstruction, Economic Acceleration, and Transformation Fund,” established by the Gaza Humanitarian Foundation.
This organization coordinates efforts with the Israeli military and employs private American security and logistics firms to facilitate the delivery of food aid into Gaza. The Trump administration and Israel prefer this group for humanitarian efforts over the United Nations-led system, which Israel claims enables militants to misappropriate aid for their own use.
In early August, the United Nations reported that over a thousand individuals had been killed while attempting to receive aid in Gaza since the Gaza Humanitarian Foundation began operations in May 2025, with most fatalities resulting from fire from Israeli forces near the organization’s locations.
The White House and the U.S. State Department have not yet responded to requests for comments. However, the Gaza reconstruction plan appears to align with previous statements made by President Trump.
