Judge Abdul Rahman Murad Al Balushi, the Vice President of the National Committee to Combat Human Trafficking and the Undersecretary of the Ministry of Justice, along with Major General Saif Bin Abed, Assistant Commandant General for Excellence and Leadership at Dubai Police, attended the launch of the 11th cohort of the Diploma in Anti-Human Trafficking.
Also present were Dr. Ibtisam Ali Al Budawi, Director of the Dubai Judicial Institute, and Dr. Mohannad Dawikat, the Regional Coordinator of the United Nations Office on Drugs and Crime for the Gulf Cooperation Council countries. The diploma program is organized by the Dubai Police in collaboration with the Dubai Judicial Institute, the National Committee to Combat Human Trafficking, and the UNODC.
Brigadier Abdul Rahman Al Shaar, Director of the General Department of Human Rights, and his deputy, Colonel Faisal Al Khamiri, were also in attendance, along with Colonel Saeed Al Helali, Director of the Human Trafficking Crime Monitoring Center, and numerous officers as well as 74 participants representing nine Gulf and Arab nations.
Major General Saif Bin Abed remarked, “This pioneering program has become a hallmark of Dubai Police’s journey and the UAE’s impressive record in human rights and humanitarian efforts.”
He emphasized that over a decade of joint institutional work demonstrates the commitment stemming from the visionary leadership prioritizing human rights protection as a national strategy rooted in legislation and practices.
In a similar vein, Judge Abdul Rahman Murad Al Balushi highlighted that the diploma reflects the UAE’s commitment to combating the serious crime of human trafficking that transcends borders and affects human dignity and fundamental rights.
He added, “As criminal methods evolve and criminal networks leverage modern technology, it has become essential to expedite our development of tools—not only for detecting victims but also for efficiently referring them to the relevant authorities.”
In this context, the National Committee has launched a new electronic referral system for victims of human trafficking, utilizing artificial intelligence technologies to enhance victim detection accuracy, improve coordination among stakeholders, and proactively analyze criminal data to ensure immediate protection and care while preventing crime escalation.
The rapidly changing landscape of crime necessitates that we continue to improve our response tools, strengthen international cooperation, and build robust bridges among various governmental and international entities.”
The Diploma in Anti-Human Trafficking has commenced its eleventh session with the participation of 74 individuals representing nine Arab and Gulf nations.
The diploma covers several areas, including the concept of human trafficking crimes, the elements of human trafficking offenses according to their types, the causes of these crimes, their effects, and the definition in UAE law as well as comparative regulations.
In recognition of the strategic partners’ continuous support and efforts to ensure the diploma’s success and the sustainability of its academic framework, Major General Saif Bin Abed, accompanied by Brigadier Abdul Rahman Al Shaar, honored Judge Abdul Rahman Murad Al Balushi, Dr. Ibtisam Al Budawi, and Dr. Mohannad Dawikat for their significant contributions in fostering institutional collaboration and enhancing meaningful partnerships.
