The Dubai Roads and Transport Authority (RTA) introduced three strategic projects during the Global Challenge for Autonomous Mobility in Dubai, reflecting the emirate’s future-oriented approach to enhancing smart and sustainable transport infrastructure. These initiatives underline Dubai’s commitment to innovation and the adoption of cutting-edge solutions in the transportation sector, ensuring improved safety standards, operational efficiency, reduced emissions, and sustainable infrastructure development, thereby positioning the emirate as a leader in the cities of tomorrow. The projects include an autonomous electric abra, a regulatory framework for adopting heavy autonomous vehicles in the logistics sector, and the “Dubai Mobility Labs.”
The RTA emphasized that the autonomous electric abra is set to achieve a complete adherence to scheduled trips, maintaining accuracy in routing despite external factors like waves and wind, and enhancing operational efficiency by up to 30%.
This abra project is among the first global maritime experiments aimed at passenger transport, bolstering the smart transportation infrastructure in Dubai. It utilizes an innovative automated control system for autonomous driving, equipped with advanced technology including cameras and sensors that monitor hazards and enable responsive actions when necessary. The preliminary testing phase has been completed between the Al Jadaf and Dubai Festival City stations.
The RTA highlighted that the abra undergoes meticulous testing scenarios to ensure passenger safety, achieving Level 5 standards of autonomous driving as certified by Lloyd’s Register. This level indicates the abra’s real-time awareness, allowing it to avoid collisions, dock automatically, and navigate without human intervention.
Land Transport
In terms of land transport, the RTA showcased the project aimed at establishing a regulatory framework for the integration of heavy autonomous vehicles in the logistics sector, presented as a strategic step to position Dubai as a global hub for smart and sustainable transport. The initiative encompasses developing policies and regulations to ensure the safe operation and enhanced efficiency of these vehicles in economic and service sectors.
The initiative provides a seamless journey for stakeholders, commencing with the submission of necessary applications and documents, proceeding through the acquisition of required licenses, technical inspections, and ultimately leading to actual operational deployment and the issuance of special permits.
The entire process is divided into three main phases: the initial phase involves accepting applications and verifying document completeness; the second phase includes technical inspections and integration with digital systems; and the final phase consists of operational deployment and final permit issuance.
The RTA noted that this project will culminate in a comprehensive advisory report detailing key international best practices, with a focus on safety, digital transformation, and operational analyses. The project will also outline safe trial routes within a controlled environment prior to gradual implementation in the public road network.
Furthermore, the RTA affirmed that this forward-looking strategy is geared towards developing a holistic smart logistics transport system that aims to reduce traffic congestion and carbon emissions, supporting Dubai’s transition to a green economy. It also aims to enhance the emirate’s attractiveness for investments in future transport technologies, with the project set to unfold progressively in the coming years, emphasizing the development of a flexible regulatory and operational environment capable of adapting to rapid technological advancements.
The third project is the “Dubai Mobility Labs,” for which the RTA is working on infrastructure development, targeting completion by January 2026. This initiative aims to create a comprehensive environment for testing both autonomous and traditional light and heavy vehicles within an approved road network that encompasses urban paths, open areas, and closeable highways, as well as an open city zone in Dubai Silicon Oasis and the Al Qudra area.
