The Roads and Transport Authority (RTA) in Dubai and the Ministry of Industry and Advanced Technology have signed a memorandum of understanding (MoU) aimed at coordinating joint initiatives and projects of mutual interest. This collaboration is designed to bridge the industrial framework of the United Arab Emirates with the transportation and infrastructure system in Dubai, thereby supporting the objectives of the “Make in the Emirates” initiative, particularly in the areas of electric transportation and autonomous driving. Additionally, it is expected to generate high-quality investment opportunities through the adoption of the Ministry’s In-Country Value (ICV) program.
As part of the MoU, both parties will work together to enhance technological capabilities by providing the RTA access to specialized training programs offered by the Ministry in fields like artificial intelligence and advanced technology. This initiative will bolster RTA’s efforts to advance the transportation and logistics sector and prepare its workforce for future technological solutions.
The agreement was signed by His Excellency Osama Amir Fadl, Assistant Undersecretary for the Industrial Accelerators Sector at the Ministry of Industry and Advanced Technology, and Mohammed Al-Mazrouei, Executive Director of the Technical Support Services Sector at the RTA. The signing took place during the GITEX Global 2025 event held at the Dubai World Trade Center from October 13 to 17.
Both parties agreed to align their initiatives and projects of shared interest while exploring opportunities to empower the industrial sector by developing technical standards and regulations in the realm of smart transportation, as well as highlighting the efforts and initiatives of the Ministry, notably the “Make in the Emirates” campaign.
National Content
His Excellency Osama Amir Fadl emphasized that the partnership with the RTA reflects the Ministry’s commitment to its vital role in promoting sustainable industrial development, supporting the objectives of the National Strategy for Industry and Advanced Technology (300 billion project) and the “Make in the Emirates” initiative.
He added, “This collaboration contributes to supporting national products in the transportation sector and aids technological transformation by incentivizing businesses through various initiatives introduced by the Ministry, such as the ‘Startup Challenge’ for both local and international enterprises and the ‘Global Startup Exchange Program’ that offers opportunities for developing and deploying technologies in the UAE alongside industry partners.”
He further clarified that this partnership, through collaboration on technological transformation programs and Industry 4.0 initiatives, facilitates the exchange of expertise in emerging technology areas such as robotics, automation, drones, and digital twinning, ultimately supporting the development and adoption of advanced technology in the industrial sector.
Unified Efforts
Mohammed Al-Mazrouei stated that the partnership with the Ministry of Industry and Advanced Technology stems from both authorities’ desire to enhance the positive role of empowering and developing the industrial sector. This is achieved through the unification of efforts between Dubai’s transportation and infrastructure ecosystem and the national industrial framework, which will contribute to improved operational efficiency and elevate safety and quality standards, in addition to supporting and empowering national industries.
He added that the MoU supports the RTA’s vision and mission to achieve global leadership in seamless, sustainable, and innovative mobility while also aligning with national goals of building a strong knowledge-based economy and enabling national talents to support sustainable industrial growth.
The memorandum also outlines the development of incentive packages within the services provided by the RTA to empower stakeholders in the industrial sector, factories, and establishments to operate efficiently and flexibly, while further enhancing national content through the ICV program and attracting industrial investments to strengthen and develop the national industry.
Moreover, the agreement emphasizes the importance of collaboration and enhancement of technological capabilities through access to the Ministry’s specialized training programs in artificial intelligence and advanced technology, promoting sustainability and the circular economy by recycling electric vehicle batteries, remanufacturing spare parts, and supporting green economy procurement, while also reducing emissions through practical projects and other initiatives of mutual interest.
