The Law During His Meeting with Putin in Moscow: We Honor All Previous Agreements

Interim Syrian President Ahmad al-Shara conveyed to Russian President Vladimir Putin yesterday his commitment to uphold all previously established agreements between their nations. This declaration suggests that the status of Russia’s two main military bases in Syria remains secure.

Al-Shara made his remarks at the commencement of discussions with Putin at the Kremlin, marking his inaugural visit to Russia since he assumed office late last year. Speaking in Arabic, he stated, “We have long-standing historical ties, as well as bilateral relationships and mutual interests with Russia. We share many connections.”

He continued, “We respect all past agreements and are seeking to redefine the nature of these relations.” Putin responded by expressing Moscow’s readiness to contribute all possible efforts towards what he termed “numerous exciting and beneficial beginnings” that both sides have discussed regarding the renewal of their relationship. He also congratulated Al-Shara on the upcoming parliamentary elections in Syria this month.

Putin noted, “I believe this is a significant success for you, as it leads to the unification of society. Despite the challenging times Syria is currently facing, these elections will nonetheless strengthen relationships and cooperation among all political forces in Syria.”

Following their talks, Russian Deputy Prime Minister Alexander Novak informed reporters that Moscow is open to engaging in oil projects in Syria and assisting Damascus in rebuilding its energy infrastructure, railways, and other essential facilities. He elaborated that the leaders thoroughly discussed this topic.

Novak added, “Russian companies have been operating in Syrian oil fields for a long time. There are fields that require development, some that are inactive, and others that are new. We are ready to participate.” The Kremlin had announced prior to the discussions that Putin and Al-Shara would discuss the fate of Russia’s two primary military installations in Syria: the Khmeimim airbase in Latakia province and the naval facility in Tartus.

On Monday, Russian Foreign Minister Sergey Lavrov stated that Moscow believes Damascus desires the continued presence of these military bases. He also mentioned the possibility of using them as logistical centers to facilitate aid delivery to Africa via sea and air. A Syrian official noted before the talks that Syrian authorities were seeking guarantees that Russia would not aid in re-equipping remnants of Assad’s forces.

The same source indicated that Al-Shara hopes for Russia’s assistance in rebuilding the Syrian army. Additionally, two Syrian sources revealed to Reuters that Al-Shara intends to formally request Moscow to extradite Assad for trial during the discussions.

Al-Shara aims to secure economic benefits from Russia, including a resumption of wheat supplies under preferential terms and reparations for war damages. He is also expected to advocate for Moscow’s support in countering Israeli demands for a broader demilitarized zone in southern Syria. One source noted that Putin might also propose the redeployment of Russian military police as a safeguard against any further Israeli aggressions.
