Drones Breach Deep into Russian Territory: Have the Rules of War Changed

As the conflict between Russia and Ukraine enters a new phase more than three years after its outbreak, the balance of power is shifting. This transformation is not driven by traditional military forces or tanks, but rather by advanced drones that have reshaped the battlefield and unsettled Russian operations. Ukraine has successfully targeted military objectives deep within Russia using swarms of small First-Person View (FPV) drones, which have proved crucial to this operation’s success.
With mutual escalations and severe economic pressures, the war appears to be teetering on the brink of indecision, leading to speculation about whether the age of drones will result in a necessary settlement or a new round of intensified conflict.

Intense Attacks

Recently, Russia has intensified its air and missile strikes targeting Ukrainian cities, with a focus on energy stations and vital infrastructure. In response, Ukraine has launched counterattacks using long-range drones that have penetrated deep into Russian territory, reaching sensitive military and oil facilities.

This reciprocal escalation opens the door to various potential scenarios for the future of the war in the upcoming phase. The ongoing use of aerial and drone-based tactics is one of the most likely scenarios in the short term, as both sides continue to depend on drones to exhaust the enemy’s defenses and destroy strategically important targets while avoiding large-scale ground confrontations.

This trajectory indicates further destruction of infrastructure, worsened humanitarian burdens, and increased costs of the war for both Russia and Ukraine and their allies, as well as direct implications for global energy markets and their stability.

Continuing Indecision

Dr. Ahmed Said Ahmed, an expert in international relations and American affairs at Al-Ahram Center for Political and Strategic Studies, believes the Russian-Ukrainian conflict is headed for greater military escalation in the near future, especially following a shift in the American stance from a policy of dialogue to a direct confrontation with Moscow.

He notes that former President Donald Trump, who previously favored a pragmatic settlement involving territorial exchanges, altered his position after the Alaska summit to adopt a tougher rhetoric against Russia, describing it as a “paper tiger.” He also announced new sanctions and his intention to supply Ukraine with long-range Tomahawk missiles, marking a significant shift in the conflict’s dynamics.

The expert affirms that this American shift will likely prolong the conflict rather than resolve it, as substantial Western military support for Ukraine won’t change the battlefield dynamics but will impede Russia’s attempt to gain complete control over Eastern Ukraine.

He also mentions that Moscow remains steadfast in its security principles regarding NATO’s eastward expansion or the deployment of strategic weapons near its borders, which are red lines it will not compromise on. Additionally, he suggests that the American deep state opposes the rapprochement that occurred between Trump and Putin and is working to prolong the war.

Divergence

The stark divergence in positions between Russia and Ukraine, along with a lack of international will and a unified political vision, makes the chances of a peaceful resolution extremely slim. Instead, parties seem to be relying on military strength, employing drones and strikes on energy sources as a mutual pressure tactic to impose future settlement terms.

Dr. Ahmed concluded that the most likely scenario is a continuation of the state of indecision, both politically and militarily, in the face of a balanced power dynamic, alongside a growing arms race involving drones as a defining weapon in this prolonged conflict.

Winter Ceasefire

One potential scenario is the establishment of a temporary ceasefire or a suspension of hostilities. While current battlefield indicators do not suggest an imminent halt to fighting, some Western analyses propose a seasonal ceasefire during winter, citing economic pressures on both Moscow and Kyiv, as well as a decline in popular and political support for ongoing war financing in certain European nations.

Among the discussed possibilities is a limited tactical advance by Ukraine, utilizing drones and precision strikes to reclaim territories or disrupt Russian supply lines. However, this scenario requires sustained high levels of military and intelligence support from the West, which faces political obstacles in several European capitals.

War of Attrition

Dr. Tarek Baradisi, an international relations expert, explains that Ukraine’s reinvigoration of drone operations has restored an element of surprise to the battlefield, significantly unsettling Russian depth. He emphasizes that Ukraine is engaging in what can be termed “smart attrition warfare,” replacing large-scale battles with precise strikes that gradually deplete the adversary internally.

He observes that the conflict now oscillates between deceptive calm and actual continuity on the ground, with plans and tactics shifting at an unprecedented pace.

Dr. Baradisi characterizes this as a modern iteration of hybrid warfare, making outcomes difficult to predict or control in both the military and political arenas.

He concludes by stating that drones expose the vulnerabilities of Russian air defense systems and present the Kremlin’s leadership with challenging dilemmas. He asserts that embarrassing Russia at this juncture does not favor any negotiation path, but instead fuels a confrontational spirit that could escalate the conflict and lead to more severe and innovative forms of confrontation.
