Dubai Unveils Smart Mobility Initiative: New Metro and Aerial Transport for Traffic Relief

Dubai is currently assessing the potential for suspended transit systems while also looking into flexible work schedules, remote working options, and reforms in school transportation to mitigate traffic issues. The Roads and Transport Plan 2030 encompasses the enhancement of road infrastructure, transportation policies, public transport improvements, and the implementation of smart traffic technologies.

During daylight hours, Dubai’s roads accommodate approximately 3.5 million vehicles, as per official data. Over the last two years, the emirate has seen a 10 percent rise in vehicle registrations, contrasting with a global growth rate of only 2 to 4 percent. This surge has led local authorities to initiate various projects aimed at alleviating traffic congestion.

Public Transport Developments

In an announcement made by the Roads and Transport Authority (RTA) on Sunday, one of the primary aspects of the transport plan focuses on public transport advancements. This includes significant projects such as the development of the Dubai Metro Blue Line, studies examining suspended transit systems, the expansion of exclusive lanes for buses and taxis, and improvements to the public bus system and marine transport facilities.

Last year, Dubai green-lit the Suspended Transport Systems Project, which features a 65-kilometer smart mobility network linking Umm Suqeim Street, Al Khor, and Zabeel. These suspended transit systems generally involve pods that carry passengers along elevated tracks.

The Dubai Metro’s forthcoming 30-kilometer Blue Line, featuring 14 stations, is slated to commence operations on September 9, 2029.

Transport Policies

The Roads and Transport Plan 2030 integrates a variety of transport policy strategies intended to enhance traffic dynamics. Proposed measures entail flexible working hours, remote work opportunities, dedicated lanes for buses, reforms in school transportation, variable toll and parking pricing, along with expanded restrictions on truck movements.

Last year, Dubai encouraged both public and private sectors to embrace adaptable work hours and remote work frameworks to help decrease congestion. Authorities have indicated that implementing a two-hour flexibility in start times and permitting four to five remote work days monthly could minimize morning rush hour travel duration by as much as 30 percent.

Additionally, parents are encouraged to utilize school transportation services for their children, which is anticipated to alleviate traffic around educational institutions by up to 13 percent. This initiative aims to reduce the number of private vehicle drop-offs and pick-ups that contribute to congestion during peak times.

Proposed priority bus routes are expected to cut travel times by up to 59 percent. Previously, the RTA indicated plans to expand the network of dedicated bus lanes in Dubai to over 20 kilometers, with project completion expected between 2025 and 2027.

Infrastructure and Smart Mobility Initiatives

An essential component of the plan focuses on the development of road infrastructure, which includes 39 strategic road initiatives. Noteworthy projects consist of the enhancement of Latifa bint Hamdan Street (connecting Al Khail Road to Emirates Road) along with improvements to Hessa Street, Al Meydan Street, Al Mustaqbal Street, and the Trade Centre Roundabout. Further enhancements will target Al Wasl, Jumeirah, Umm Suqeim, Al Qudra, Al Fay, and Al Safa Roads—particularly the segments between Sheikh Zayed Road and Al Wasl Road.

The RTA has also embarked on Phase 2 of the Intelligent Traffic Systems (ITS) project aimed at achieving comprehensive network coverage throughout Dubai. This initiative is focused on upgrading traffic incident management, emergency response protocols, and increasing the efficiency of signal-controlled intersections.
