Promotion Conference for Hainan Free Trade Port Conducted in Dubai by UAE

HAIKOU, China, May 20, 2025 — A recent statement released by the Hainan International Media Center (HIMC) details an important event.

On May 19, the conference to promote the 2025 China Hainan Free Trade Port-UAE was successfully conducted in Dubai. The gathering attracted over 250 attendees, including government officials and stakeholders from free trade zones in both the UAE and Hainan. Business leaders and media also contributed to discussions focused on trade liberalization and investment facilitation, with an emphasis on collaboration in sectors such as new energy, finance, biopharmaceuticals, healthcare, and agarwood. This initiative is expected to significantly boost the development of the Hainan FTP as an innovative center for economic and trade relations between China and the UAE.

During the opening speech, Feng Fei, the Secretary of the CPC Hainan Provincial Committee, underscored the province’s dedication to developing a free trade port characterized by a market-driven, law-based, and global business environment. He detailed plans for “zero tariffs, low tax rates, and a streamlined tax system,” and pointed out that Hainan aims to foster deeper collaboration with the UAE, particularly in digital economy and green energy sectors. The Chinese Ambassador to the UAE, Zhang Yiming, remarked that Hainan FTP’s open policies align closely with the UAE’s “50-Year Development Plan,” and highlighted the potential for cooperation to establish a new framework for economic and trade relations between China and the Middle East.

Abdulla Al Saleh, the Under-Secretary of Foreign Trade and Industry at the UAE Ministry of Economy, expressed that the UAE is eager to engage with Hainan FTP’s initiatives for financial liberalization and cross-border trade facilitation. He emphasized the importance of exploring innovative cooperation models in emerging fields like artificial intelligence and blockchain technology. Meanwhile, Dr. Ali M. Al-Khouri, the Secretary-General of the Office of the Deputy Prime Minister and Minister of Interior of the UAE, along with Marwan Al Marri, Regional Director for Asia at the Dubai Chambers, and Omar Al Muhairi, Senior Vice President for Government Affairs at DP World Group, conveyed their optimism about future collaboration between the UAE and Hainan FTP.

At the conference, the Hainan Provincial Bureau of International Economic Development presented a comprehensive overview of the advantageous policies and potential for growth at Hainan FTP. Additionally, the Hainan Provincial Financial Supervision and Administration Bureau and the Danzhou Municipal Government delivered focused presentations regarding initiatives for financial openness, cross-border capital flow, and investment opportunities in the Danzhou-Yangpu Economic Circle. Companies such as Mingyang Group, Qilu Pharmaceutical, Mellser International Medical Center, and Hainan Agarwood Industry Association shared insights regarding Hainan’s unique industries, specialized products, and their expansion strategies into the Middle Eastern market.

During the discussions, Hainan finalized four strategic cooperation agreements with businesses from the UAE and Saudi Arabia, spanning sectors such as new energy, logistics parks, automobile trade, and headquarters construction. Following the meeting, a business negotiation session was organized, facilitating discussions between representatives of over 100 Chinese and Arab companies to establish a foundation for future collaborations.
