Dubai Unveils Timeline for Driverless Car Trials in Collaboration with Uber and WeRide

The Roads and Transport Authority (RTA) of Dubai has entered into a Memorandum of Understanding (MoU) with Uber Technologies, Inc. (NYSE: UBER), a prominent figure in ride-sharing and delivery services, alongside WeRide (NASDAQ: WRD), a leader in autonomous driving technology. This partnership will see the introduction of pilot operations for autonomous vehicles through the Uber app in Dubai later this year.

The first phase of this initiative will involve autonomous vehicles that have a safety driver present to oversee operations and ensure safety. According to a report from the Dubai Media Office, a full commercial implementation of driverless services is projected for 2026.

Preparations for the pilot program are currently in progress, with Uber and WeRide leading the initiative under the strategic guidance of the RTA.

The signing ceremony was attended by key figures including Mattar Al Tayer, the Director General and Chairman of the Executive Board at RTA; Madhu Kannan, Chief Business Officer at Uber; and Ryan Zhan, Regional General Manager for the Middle East and Africa at WeRide. Senior representatives from all three organizations, such as Ahmed Hashim Bahrozyan, CEO of the RTA’s Public Transport Agency; Frans Hiemstra, Regional General Manager for MEA at Uber; and Eric Dong, Director of Capital Markets and Corporate Development at WeRide, were also present.

Advancing Dubai’s Smart Mobility Vision

Mattar Al Tayer praised the MoU as a strategic advancement in establishing Dubai as a frontrunner in smart and sustainable transport systems.

“The rollout of autonomous vehicles in Dubai signifies a remarkable advancement toward a future of smart mobility, in line with our leaders’ vision to transform the city into the world’s most intelligent urban environment,” stated Al Tayer. “This initiative contributes to the Dubai Smart Self-Driving Transport Strategy, which seeks to convert 25% of all trips in the city to autonomous transport by 2030.”

Al Tayer emphasized that this partnership exemplifies Dubai’s dedication to embracing innovative technologies and transportation solutions that conform to global standards.

Enhancing Global Collaborations

In his comments, Al Tayer stressed the importance of international cooperation in promoting autonomous transportation.

“The RTA is broadening its network of global partners to introduce a comprehensive array of autonomous transportation solutions, including self-driving taxis, air taxis, and marine transport options,” he noted. “This will boost road safety, upgrade the quality of life for residents and tourists, and enhance connectivity within the public transport system.”

He further stated that the shift toward autonomous mobility has moved beyond a visionary concept and is becoming a reality. “Tech innovators and governments around the world are expediting efforts to develop infrastructures and regulatory measures necessary for the secure introduction of autonomous vehicles,” Al Tayer indicated.

Uber and WeRide Sync with Dubai’s Aspirations

Frans Hiemstra, Regional General Manager for the Middle East and Africa at Uber, underscored the significance of the Dubai launch within Uber’s global framework.

“At Uber, we are shaping the future of transport—electric, shared, and autonomous,” Hiemstra remarked. “We are thrilled to initiate operations in Dubai with WeRide as our first technological partner. This is a crucial step towards making autonomous vehicle services more widespread globally.”

Jennifer Li, Chief Financial Officer and Head of International at WeRide, echoed this sentiment, labeling the MoU as an essential advance in the company’s regional growth.

“The Middle East holds strategic importance for us,” Li stated. “Just last month, we expanded our collaboration with Uber to roll out robotaxis in 15 additional cities worldwide. This new agreement with RTA and Uber reinforces our commitment to achieving the goal of having 25% of all transportation be autonomous by 2030 in Dubai.”

Li further conveyed that WeRide’s sophisticated autonomous driving capabilities and global operational experience equip it to play a vital role in this transformation.
