Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, was present at a ceremony celebrating the 25th anniversary of The Executive Office of Sheikh Mohammed.
During the event, Sheikh Mohammed acknowledged the significant contributions of The Executive Office in establishing standards for leadership and innovation over the last 25 years. He emphasized its crucial role in actualizing his vision of making Dubai a leader on the global stage, dedicated to excellence and future readiness.

A significant achievement facilitated by The Executive Office is the creation of the Dubai International Financial Centre (DIFC) in 2004, which has established Dubai as a global financial center.
As of 2024, DIFC achieved notable milestones, increasing the number of active companies to 6,920, with 1,823 new firms joining—a 25% rise year-on-year. The workforce grew to over 46,000, and assets under management exceeded $700 billion. Significantly, the center now accommodates family offices overseeing over $1.2 trillion in assets, further solidifying its role in international finance.
The Dubai Council
Founded in 2020 under the Executive Office’s guidance, the Dubai Council was established to facilitate transformational projects throughout the emirate. To date, it has initiated 25 strategic projects and set up four high-level committees to nurture development in crucial sectors.

Operating under the Executive Office is the Mohammed Bin Rashid Al Maktoum Global Initiatives (MBRGI), established in 2015. As the largest humanitarian and development organization in the region, MBRGI encompasses 30 programs aimed at reducing poverty, advancing education, and promoting innovation.
In 2024, MBRGI allocated Dhs2.2 billion for humanitarian efforts, benefiting 149 million individuals across 118 countries.
Digital Transformation via Smart Dubai
In 2013, The Executive Office commenced the Smart Dubai initiative, which transitioned into Digital Dubai in 2021. This initiative has driven Dubai’s digital transformation, ranking the emirate first in the Arab world and Asia, and fourth globally in the IMD 2025 Smart City Index.

Dubai Future Foundation

Hatta Development Plan
Initiated by The Executive Office in 2016, the Hatta Development Plan comprises over 40 initiatives designed to revitalize the mountainous region. Visitor numbers have surged to 1.5 million annually, aided by improved infrastructure, eco-tourism, and job creation, enhancing the quality of life for local residents.
The Executive Council of Dubai
Established in 2003, the Executive Council of Dubai operates within The Executive Office, overseeing more than 60 government departments. The council ensures coherence between sector strategies and Dubai’s broader vision, concentrating on governance, enhancing service delivery, and boosting institutional efficiency.
It plays a key role in converting policies into actionable initiatives while continually optimizing government operations to deliver tangible benefits to citizens.
Dubai Holding
Dubai Holding, a major entity created by The Executive Office in 2004, manages assets worth Dhs280 billion and has operations in 34 countries. This conglomerate employs over 45,000 individuals and significantly contributes to economic diversification and international investment.
Leadership Development
The Mohammed Bin Rashid Center for Leadership Development (MBRCLD), established in 2003 with the support of The Executive Office, has trained over 1,000 leaders, including nine ministers, ten deputy ministers, 15 director generals, and around 100 executive directors.
The center remains dedicated to identifying and mentoring promising talent, preparing the next generation of leaders to tackle global challenges and complexities.
