Civil Aviation Issues First Regulatory Framework for Flying Taxis and Traditional Helicopters

The Civil Aviation Authority has launched the world’s first regulatory framework for hybrid operations, allowing electric vertical takeoff and landing aircraft (eVTOLs) and traditional helicopters to operate interchangeably on the same infrastructure. This initiative underscores the UAE’s leadership in aviation innovation.

This pioneering regulatory framework signifies a significant advancement in incorporating Advanced Air Mobility (AAM) solutions within existing air traffic systems. It offers a cost-effective model for infrastructure development, accelerates operational readiness, and aligns with the UAE government’s directives for implementing high-efficiency, streamlined solutions across various sectors.

According to Saif Mohammed Al Suwaidi, the Director-General of the Civil Aviation Authority, the UAE has always been at the forefront of excellence in the aviation sector. This groundbreaking regulatory framework not only facilitates the adoption of new technologies but also redefines the evolution of aviation, demonstrating our commitment to innovation in building a supportive ecosystem for the growth of this vital sector, integrating advanced air mobility seamlessly with our national infrastructure.

He added that the regulation of hybrid operations is the result of close collaboration with international partners in the advanced air mobility sector, fully aligning with the UAE’s national vision for sustainability, smart transportation, and enhanced infrastructure utilization.

By enabling dual use between traditional helicopter pads and eVTOL landing areas, this initiative accelerates implementation timelines, optimizes infrastructure use, and solidifies the UAE’s position as a leader in establishing a comprehensive ecosystem that supports the future of aviation.

Aqeel Al Zarouni, the Assistant Director-General for Aviation Safety Affairs, noted that this framework serves as a strategic enabler, not only for new transport modalities but also for a smarter, more flexible regulatory environment that keeps pace with emerging technologies without compromising safety standards. He emphasized that as the global aviation community prepares for the upcoming era of air mobility, the UAE continues to set pioneering standards, driven by a visionary long-term outlook, advanced industrial capabilities, and sophisticated infrastructure that are the cornerstones for successfully integrating advanced air mobility.
