Emirates Central Cooling Systems Corporation (Empower), a provider of district cooling services, has revealed that it issued 23,339 No Objection Certificates (NOC) in the first half of 2025. This figure marks an 18.7 percent increase compared to the same timeframe the previous year.
This surge in applications demonstrates the company’s strong relationships with contractors, consultants, and real estate developers, while highlighting the increasing demand for district cooling solutions in Dubai. Empower has designed a digital NOC service that is both smart and efficient, enabling contractors and developers to submit their applications online easily through the company’s website. This simplified process helps to expedite development schedules, diminish the risk of violations and associated penalties, and allows stakeholders to save time and resources.
