Dubai is currently evaluating the feasibility of suspended transit systems while also looking into flexible work hours, remote working policies, and reforms in school transportation to reduce traffic congestion. The Roads and Transport Plan 2030 encompasses developments in road infrastructure, transportation policies, public transport, and smart traffic management systems.

According to official reports, Dubai’s roads host approximately 3.5 million vehicles during the day. The emirate has seen a 10 percent rise in registered vehicles within the last two years, substantially higher than the global average of 2-4 percent. This increase has led the authorities to launch various initiatives aimed at mitigating traffic congestion.

Public Transport Initiatives

On Sunday, the Roads and Transport Authority (RTA) outlined plans for public transport enhancements, which include significant projects like the development of the Dubai Metro Blue Line, assessments for suspended transit solutions, extension of dedicated bus and taxi lanes, and improvements to the bus and marine transport systems.

In the previous year, Dubai greenlit the Suspended Transport Systems Project, a sophisticated 65km network designed for smart mobility that will link Umm Suqeim Street, Al Khor, and Zabeel. These suspended systems generally use pods to ferry passengers along elevated tracks.

The upcoming Dubai Metro Blue Line will span 30km, featuring 14 stations, and is scheduled to commence operations on September 9, 2029.

Transport Policy Measures

The Roads and Transport Plan 2030 also includes a range of policy measures aimed at enhancing traffic flow. Key initiatives involve flexible work schedules, remote working agreements, dedicated lanes for buses, reforms in school transportation, variable pricing for tolls and parking, along with restrictions on truck movements.

In the past year, Dubai encouraged both public and private sectors to adopt flexible working arrangements to alleviate traffic. Studies indicate that a two-hour flexible start window and allowing four to five remote work days per month could reduce morning peak travel times by as much as 30 percent.

Authorities have also recommended that parents utilize school buses for their children to help ease congestion near educational institutions. This strategy is expected to enhance traffic flow by approximately 13 percent, aiming to reduce the private vehicle drop-offs and pickups that often contribute to bottlenecks during peak hours.

Priority bus routes are anticipated to cut travel times by as much as 59 percent. Previously, the RTA revealed intentions to expand Dubai’s bus lane network to over 20km, with completion projected between 2025 and 2027.

Infrastructure Development and Smart Mobility

The road infrastructure segment of the plan consists of 39 key road projects. Among the notable developments are upgrades to Latifa bint Hamdan Street (linking Al Khail Road to Emirates Road) and enhancements to Hessa Street, Al Meydan Street, Al Mustaqbal Street, and the Trade Centre Roundabout. Other improvements will focus on Al Wasl, Jumeirah, Umm Suqeim, Al Qudra, Al Fay, and Al Safa Roads, particularly between Sheikh Zayed Road and Al Wasl Road.

The RTA has also initiated Phase 2 of the Intelligent Traffic Systems (ITS) project, aiming for complete network coverage across Dubai. This initiative will include advancements in traffic incident management, emergency response efficiencies, and the overall performance of signalized intersections.
