Creating a digitally cohesive pilgrimage experience
Central to this transformation is the General Authority for the Care of the Affairs of the Grand Mosque and the Prophet’s Mosque. This authority has implemented a comprehensive, digital strategy aimed at improving service delivery and ensuring that worshippers have smooth access. With a unified digital ecosystem backed by advanced technologies and a skilled workforce, the authority is focused on enhancing quality, productivity, and user experience across all service interactions.
In the Islamic year 1446 AH, the authority introduced an impressive array of multilingual digital resources, offering 217,000 translated words, 2,512 digital pages, and 240 visual and audio materials in seven languages. These resources cater to a diverse global pilgrim audience and provide spiritual guidance in user-friendly formats.
Additionally, eight digital services have been utilized by over 3.6 million visitors, encompassing services from booking systems to feedback tools for improving the overall experience.
Moreover, 1.2 million worshippers benefited from five seasonal digital services that facilitated applications for itikaf, iftar, seasonal job permits, and access to vital religious messages, such as the sermon during Arafah.
The authority processed a total of 12,723 seasonal reports, demonstrating its commitment to operational responsiveness and ongoing enhancement.
Fortifying operational infrastructure with robust systems
To support these digital services, the authority has established a solid foundation consisting of eight institutional systems. These platforms encompass areas such as volunteering, technical support, internal communication, and project management. They align with broader smart government initiatives and integrate with national platforms like Nusuk and Tawakkalna, enhancing data governance and enriching the overall pilgrim experience.
One significant development is the introduction of computer vision technology and crowd management systems, supported by 2,500 cameras and five sophisticated monitoring systems. This innovation allows for real-time crowd analysis and proactive safety measures during peak pilgrimage periods.
As the digital landscape of the holy sites expands, so too does the necessity for robust data protection. To address this, the authority has rolled out nine advanced cybersecurity systems, in accordance with 17 technical standards, alongside 13 comprehensive protocols for policy enforcement and digital regulations.
Additionally, three contingency plans have been formulated to address digital threats and emergencies, assuring business continuity. Furthermore, 19 official policies have been approved and disseminated to maintain the integrity and reliability of the digital services offered to millions of users worldwide.
Physical upgrades enhance pilgrim entry points
In addition to digital innovations, significant investments are being made in physical infrastructure. The Royal Commission for Makkah City and Holy Sites (RCMC) is at the forefront of redeveloping Miqats, the designated entry points where pilgrims enter the state of Ihram prior to Hajj or Umrah.
Improvements in operational planning during the 1446 AH Hajj season have successfully reduced waiting times for pilgrims from 80 minutes to just 39 minutes, while achieving a 100 percent response rate to visitor feedback and an impressive 99 percent satisfaction rating. These statistics reflect RCMC’s dedication to both operational efficiency and user-centric design.
Current development initiatives include the redesign of Miqat Qarn Al Manazil, focusing on optimizing traffic flow, expanding prayer spaces, and modernizing facilities. Upgrades at Miqat Wadi Muharram aim to improve infrastructure, visual appeal, and accessibility through major transit routes.
“These initiatives are part of a broader strategy to enhance service delivery, ensure sustainability, and maintain the Islamic architectural heritage of these sacred locations,” stated Eng. Saleh Al Rasheed, CEO of RCMC.
National awareness initiatives bolster spiritual engagement
Complementing modernisation efforts is an extensive religious awareness campaign launched by the Ministry of Islamic Affairs, Dawah and Guidance in Madinah for the 1447 AH Umrah season. These programs are designed to provide spiritual, intellectual, and logistical support to the anticipated influx of pilgrims.
The campaign includes over 80,000 activities spread across 13 major programs, four training courses, two forums, and five intellectual initiatives. Conducted in mosques and Islamic centers across various governorates in Madinah, these initiatives aim to cultivate values of moderation, balance, and authentic Islamic teachings.
A suite of digital resources, such as e-books, sermons, educational lessons, and lectures will be utilized alongside translators and interactive awareness booths, ensuring accessibility for international pilgrims who may face language or cultural challenges.
