The Human Resources Department of the Dubai Government (DGHR) has officially extended its ‘Our Flexible Summer’ initiative to all governmental bodies in Dubai after a successful pilot phase implemented in 2024. This program, which aims to improve work-life balance for government staff, will run from July 1 to September 12, 2025, with each entity deciding how to implement it.

This complete rollout signifies a major transformation in the government’s approach to workplace policies, emphasizing employee health and productivity, along with institutional efficiency and sustainability during the hottest months of the year.
“This initiative showcases our strong commitment towards enhancing the government work atmosphere, making it more flexible and responsive to both employee and community needs,” stated Abdullah Ali bin Zayed Al Falasi, the Director-General of DGHR.
Alignment with Broader National Goals
The 2025 expansion aligns with the UAE’s recognition of the year as the ‘Year of Community’, underscoring the government’s dedication to fostering supportive, family-oriented workplaces. This initiative also matches long-term national strategies, such as the Dubai Quality of Life Strategy 2033, which aspires to position Dubai as a leading global hub for quality living and sustainable employment.
According to DGHR, this initiative is part of a strategic overhaul in public administration that aims at creating institutions centered around people, equipped to adapt to changing employee demands and future workplace trends, as highlighted in a report from the Dubai Media Office.
“The expanded edition this year builds upon the successful outcomes seen during the pilot phase in 2024,” Al Falasi remarked. “It reflects a comprehensive vision focused on establishing an advanced government structure that balances efficiency with employee well-being, supporting Dubai’s ambitions to provide flexible, sustainable, and employee-centric government services.”
Positive Outcomes from the 2024 Pilot Program
The initiative’s growth in 2025 came after favorable results from its 2024 pilot, which was executed across 21 government entities from August 12 to September 30, 2024. The pilot sought to evaluate how reduced working hours affected productivity, job satisfaction, and energy efficiency.
Key results from the pilot included:
- Employee satisfaction rate of 98 percent
- Significant boosts in workplace morale and productivity
- Improved performance indicators across various entities, evaluated under the Dubai Government Excellence Programme
The pilot further confirmed the initiative’s alignment with larger sustainability objectives, showing potential for reduced energy consumption due to fewer in-office hours during peak summer heat.
Inception: Testing Reduced Summer Work Hours
The ‘Our Flexible Summer’ initiative was initially launched in 2024 as a trial involving 15 government entities. The primary focus was to evaluate whether shortened summer hours could enhance employee happiness, institutional efficiency, and workplace safety amid high temperatures.
Employees engaged in a seven-hour workday from Monday to Thursday, enjoying Fridays off to allow for additional social activities, rest, and family interactions, as per a report from WAM.
This pilot aimed to align with Dubai’s vision of establishing itself as a world leader in employee-friendly initiatives and was part of DGHR’s wider agenda aimed at modernizing HR practices across governmental divisions.
“We were excited to introduce the ‘Our Flexible Summer’ initiative as part of our ongoing commitment to fostering a flexible work environment,” said Al Falasi during the pilot announcement. “This program is designed to enhance the work-life balance for government employees, adhering to best practices internationally and reflecting our goal to empower human resources through innovative policies and smart solutions.”
Work Schedule Models in the 2025 Version
The 2025 version of ‘Our Flexible Summer’ maintained Dubai’s five-day workweek while introducing two scheduling options:
- Model A: Employees worked eight hours from Monday to Thursday, with Fridays off.
- Model B: Employees worked seven hours from Monday to Thursday and five hours on Fridays.
Each government entity has the flexibility to select the model that best meets its operational requirements, ensuring minimal disruption to public services while enhancing employee adaptability.
DGHR emphasized that the flexibility in implementation allows for customized approaches without compromising productivity or service quality in public sectors.
Feedback from Employees and Government Evaluation
Prior to the 2024 pilot launch, DGHR surveyed government entities to gauge their willingness to adopt reduced summer hours and collect suggestions on feasible implementation models. The feedback showed robust support from both institutions and employees, particularly regarding work-life balance, engagement, and mental health benefits.
Following the pilot, DGHR encouraged feedback from participating entities about productivity measures and employee reactions. These insights were aggregated into a thorough report detailing the initiative’s impact, hurdles, and future potential.
DGHR also confirmed it would keep monitoring and evaluating the 2025 version to enhance the program further and ensure it aligns with the evolving targets of Dubai’s public sector.
Sustainability and Well-Being at the Forefront
Besides its human resources advantages, the ‘Our Flexible Summer’ initiative also aligns with Dubai’s sustainability and energy efficiency ambitions. By diminishing in-office hours during peak consumption periods, government departments noted a decline in energy usage, directly contributing to Dubai’s environmental, social, and governance goals.
This policy also promotes a healthier work culture, resulting in:
- Improved employee retention
- Enhanced family and community involvement
- More resilient and adaptable public sector operations
“The goal of the initiative was to elevate employees’ quality of life while promoting sustainable resource utilization within the government,” stated Al Falasi. “It positioned Dubai as a prime location for an exceptional lifestyle.”
Establishing a New Benchmark for Government Work Culture
As governments around the world reconsider the future of work, Dubai’s initiative provides a replicable model for public sector flexibility without compromising service quality or efficiency. The successful execution of the 2024 pilot and the smooth implementation of the 2025 edition have positioned Dubai as a leader in innovative workforce management within the government sector.
DGHR affirmed that it would continue examining the long-term effects of the initiative, considering further expansion of flexible work policies throughout the year or integrating these into wider HR reform efforts.
