The General Civil Aviation Authority (GCAA) of the UAE has approved the design for the nation’s inaugural hybrid heliport located at the Abu Dhabi Cruise Terminal in Zayed Port, as announced on Wednesday.
This site was selected due to its strategic position at the Abu Dhabi Cruise Terminal, a pivotal hub in the regional cruise sector that attracts over 650,000 tourists annually.

In a strategic partnership with AD Ports Group, Falcon Aviation Services, and Archer Aviation, this hybrid heliport marks a significant advancement toward a more integrated and sustainable air transport system in the emirate.
This facility will be the first in the UAE to cater to both conventional helicopters and electric vertical take-off and landing (eVTOL) aircraft, such as Archer’s Midnight, providing a flexible and future-oriented model for urban transportation.
The heliport is part of Archer’s extensive infrastructure plans in the UAE, with initial air taxi services set to commence in collaboration with Abu Dhabi Aviation (ADA).
The GCAA stated, “The hybrid heliport will act as a critical starting point for the Abu Dhabi Air Taxi service anticipated to launch by 2026, connecting key destinations throughout the city with quiet and efficient air transportation solutions.”
In an interview earlier this month, Archer indicated a willingness to utilize existing structures like helipads to expand services throughout the capital.
Nikhil Goel, the chief commercial officer at Archer Aviation, highlighted that there are over 70 helipads in Abu Dhabi, presenting a significant opportunity. He commented, “We believe that we can maximize the use of current helipads and incorporate electrification into these facilities, allowing us to launch quickly and expand rapidly with minimal investment.”
He also mentioned that Archer is on schedule to begin test flights of the Midnight flying taxi this summer in the capital.
Regulatory Standards
The GCAA has become the first civil aviation authority in the world to create regulatory standards for hybrid infrastructures, establishing a groundbreaking framework intended to ensure the safe, interoperable, and efficient operation of both helicopters and eVTOLs from a unified platform.
The proposed regulations are in the final stages and are expected to be published by July 2025, representing a vital progression toward incorporating advanced air mobility into current aviation systems, the GCAA pointed out.
“With the collaboration of Archer, AD Ports Group, and Falcon Aviation Services, we are paving the way for a future where sustainable, advanced air transport is a fundamental aspect of our urban environment. This approval signifies a new chapter for civil aviation, fueled by collaboration and vision,” stated GCAA director-general Saif Mohammed Al Suwaidi.
Adam Goldstein, CEO and co-founder of Archer, commented, “Utilizing existing aviation resources is integral to our launch approach. It allows us to act swiftly and safely—preparing essential infrastructure ahead of our commercial air taxi roll-out.”
The Abu Dhabi Cruise Terminal at Zayed Port serves as a gateway to some of the capital’s most esteemed cultural and recreational sites, offering convenient access to the Louvre Abu Dhabi and the Saadiyat Cultural District. Falcon Aviation Services also operates helicopter tours from this location, allowing visitors to view the city from an aerial perspective and discover Abu Dhabi’s landmark attractions.
