The United Arab Emirates has initiated its 21st annual ‘Midday Work Ban,’ which will be in effect from June 15 through September 15.
This regulation is a significant component of the UAE’s sustainable labor policy and is enforced by the Ministry of Human Resources and Emiratisation (MoHRE). It strictly prohibits any outdoor work under direct sunlight during the hours of 12:30 PM to 3:00 PM each day.
The primary objective of this initiative is to protect workers’ health and safety—especially those in the construction and outdoor sectors—during the extreme heat of summer, when temperatures often surpass 50°C.
MoHRE has announced that their inspection teams will make unannounced visits to various work sites and workers’ accommodations to ensure compliance with the ban.
Furthermore, the ministry is actively running awareness campaigns to educate employers and workers about the regulations and the risks of working in high temperatures.
Consequences for breaching the midday work ban
Employers who disregard the Midday Work Ban face fines of Dhs5,000 for each worker found violating the prohibition, with total penalties potentially reaching up to Dhs50,000. Such violations may also lead to the suspension of the company’s classification or business licenses.
Additionally, the ministry encourages members of the public to report any offenses via their call center (600590000), website, or mobile application.
Required measures for worker protection
Employers are required to provide shaded areas for rest, cooling systems, drinking water, electrolyte drinks, and first-aid kits.
Exceptions to this ban are permitted only for urgent tasks, such as critical repairs, which must be communicated in advance and offset by alternative rest breaks.
This initiative aligns with the UAE’s “We the UAE 2031” vision, which aims to cultivate a strong and inclusive workforce. With a diverse population of over 200 nationalities, ensuring the safety and dignity of all workers is a national priority.
