The Ministry of Finance of the UAE has initiated the federal budget cycle for the years 2027 to 2029, showcasing an enhanced approach to financial governance.
This new budget cycle aims to improve fiscal sustainability, foster innovation, and ensure closer alignment with national developmental objectives.
It coincides with the launch of the federal government’s strategic planning initiative, ‘Towards Achieving We the UAE 2031’, and is part of a broader strategy to increase flexibility and cohesiveness among federal entities.
Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, the First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance, stated that the budget is now designed to be a strategic instrument in achieving major national goals, such as enhancing global competitiveness, speeding up digital transformation, and solidifying the UAE’s role as a global financial center.
He emphasized that realizing the objectives of the UAE Centennial 2071 necessitates a responsive financial system that is data-centric and capable of reallocating resources to high-impact opportunities.
The ministry is committed to employing smart technologies and advanced analytical frameworks to ensure financial efficiency, optimize the effects of public expenditures, and facilitate data-informed decision-making. These tools are aimed at improving the precision of planning, accelerating execution, and enhancing the quality of government services.
Emphasis on essential sectors affecting citizens’ lives
The budget for 2027 to 2029 will prioritize spending in critical areas that have a direct impact on citizens and residents, such as education, healthcare, social welfare, and essential government services.
This concentration supports the vision of the UAE Centennial 2071 and responds to the evolving demands of society, while advocating for sustainable development and institutional quality.
The ministry noted that this cycle builds upon four previous strategic cycles, during which:
- The federal budget reached around Dhs900 billion
- Public debt was held at Dhs62.1 billion as of June 2025
- Federal government assets increased to Dhs464.4 billion by the end of 2024
These statistics highlight the UAE’s stable fiscal standing.
Institutional reforms enhance budgeting efficiency
Mohamed bin Hadi Al Hussaini, the Minister of State for Financial Affairs, remarked that this new cycle marks a comprehensive redesign of the budget process.
Changes include a reduction in budget preparation steps from 50 to 10 and a significant cut in procurement cycles from 60 days to less than six minutes.
He noted that the ministry now serves as a facilitator, assisting federal entities through a digitized and customer-oriented budgeting framework.
The 2027-2029 cycle employs a performance-based and results-oriented approach, featuring the integration of artificial intelligence to develop predictive financial models, unified access to high-accuracy data across entities, and more prompt, efficient financial decision-making.
This transformation positions the federal budget as a proactive tool for enhancing operational efficiency and financial stability.
