Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE as well as the Ruler of Dubai, has introduced a fresh strategic planning cycle for the UAE Federal Government that centers around artificial intelligence (AI).

According to the Dubai Media Office, this initiative emphasizes the role of AI in reshaping government planning, streamlining operations, enhancing resource use, and increasing financial efficiency. This aligns with the overarching goals of the “We the UAE 2031” vision.

His Highness stated, “We have initiated a new strategic planning cycle for the Federal Government aimed at 2031. This plan places a strong focus on artificial intelligence within government frameworks, simplifying processes, optimizing resources, and improving financial efficiency.”

He added, “While previously, success in government was gauged by regulatory robustness and extensive procedures, today it relies on responsiveness, streamlined operations, and smart resource management—a significantly more intricate challenge. Although tools and priorities evolve, our commitment to serving the UAE populace remains steadfast.”

AI-Enhanced and Streamlined Planning

This new strategic approach signifies a notable change in government strategy formulation and execution, condensing the planning cycle from five years to three. This adjustment is intended to align with the rapid pace of technological advancements and global developments, ensuring enhanced flexibility and responsiveness.

The initiative involves key federal entities, including 38 organizations, coordinating their strategies through proactive, AI-focused methodologies. This requires the incorporation of strategic intelligence, predictive analytics, and big data insights, empowering decision-makers to foresee challenges and act accordingly.

During a strategy workshop led by the Prime Minister’s Office at the Ministry of Cabinet Affairs, finance and strategy directors from various federal organizations investigated how AI and advanced analytics can lead to improved decision-making. The revised cycle highlights automation, predictive modeling, and performance indicators that are adapted to real-time scenarios.

Collaboration for Enhanced Governance

The workshop underscored the significance of collaborative intelligence and inter-agency cooperation, which fosters innovation and aligns with national objectives. Participants discussed the ways in which AI and digital technologies could boost performance, minimize bureaucratic hurdles, and prioritize strategic initiatives over routine administrative tasks.

Her Excellency Huda Al Hashimi, the Head of Strategy and Government Innovation for the UAE Government, emphasized the critical nature of these technological advancements. She highlighted the pivotal role federal entities play in transforming the Vision 2031 into impactful national initiatives. “The previous cycle witnessed the inception of key strategies, including the National Cybersecurity Strategy and the National Investment Strategy,” she explained.

The new model, as part of the government’s digital transformation initiative, exemplifies the UAE’s ambition to set a global standard in governance driven by AI, agility, and innovation.
