UAE Penalizes 40 Recruitment Agencies for Domestic Workers for Noncompliance in H1

The Ministry of Human Resources and Emiratisation (MoHRE) has implemented both administrative and financial actions against 40 recruitment agencies for domestic workers in the UAE during the first half of 2025. This decision was made after identifying around 140 violations of the nation’s Labour Law that oversees domestic workers and the relevant regulations.

The ministry emphasized that it would take strict action against any recruitment agency found guilty of legal or administrative infractions.

MoHRE also cautioned that a pattern of non-compliance could result in harsher penalties, potentially including the revocation of operating licenses.

In a statement published on the social media platform X, MoHRE stated that these measures are part of their continuous efforts to regulate the domestic labor market, enhance the competitiveness and performance of recruitment agencies, and respond quickly to concerns from employers and families.

“We are continuously monitoring through both field inspections and digital systems to identify and rectify violations, ensuring that recruitment agencies comply with the relevant laws,” the ministry remarked.

The majority of the identified violations were associated with the agencies’ failure to issue full or partial refunds of recruitment fees within the required two-week timeframe. Refunds should be processed when a domestic worker is returned to the agency or if they stop working. Additional violations included not properly displaying service package prices that are approved by the ministry.

MoHRE is Prepared to Address Violations

MoHRE asserted that their inspection and oversight systems are robust enough to manage violations with seriousness and transparency, reaffirming their commitment to addressing complaints from employers.

The ministry encouraged the public to report any inappropriate practices through its online platforms or by contacting the Labour Claims and Advisory Call Centre at 80084.

Additionally, it recommended that customers engage solely with licensed recruitment agencies to mitigate the risk of encountering fraudulent or unprofessional behavior.

Compliance Among Domestic Worker Recruitment Offices Recognized

Despite the reported violations, MoHRE commended the majority of domestic worker recruitment agencies for adhering to regulations and offering competitive services at fair prices.

Their efforts, the ministry noted, contribute positively to the development and prominence of the domestic worker services sector in the UAE.
