Updated Employment Regulations in Oman: These Positions Now Mandate a Permit

The Omani Ministry of Labour has unveiled new rules mandating that individuals in the accounting and engineering fields must obtain professional certification to secure work permits.

This initiative is part of a comprehensive effort aimed at standardizing qualifications, enhancing professional skills, and supporting the national workforce development objectives of the Sultanate, as indicated in a report.

Important updates for businesses operating in Oman: Key details to note

Beginning August 1, 2025, work permits will not be issued or renewed for those engaged under the title of “engineer” without a valid professional classification certificate. This certificate must be acquired through the Oman Society of Engineers (OSE) and validated by the Sector Skills Unit (SSU) for engineering professions. All applications should be submitted through the designated electronic platform.

Furthermore, starting September 1, 2025, individuals seeking jobs or currently employed in accounting, finance, and auditing fields must also secure a Professional Classification Certificate from the Sector Skills Unit for these disciplines. This certification will be necessary for the issuance and renewal of work permits in the financial sector.

The Ministry has stressed that after the specified deadlines, no work permits will be processed without the required certifications. Employers and job seekers are strongly encouraged to take proactive measures to comply with these new rules to prevent any employment disruptions.

  7. Credit Analyst

  9. Accounts Manager
  10. Tax Manager
  11. Chief Financial Officer (CFO)
  12. External Audit Manager
  13. Internal Audit Manager
  14. Senior Internal Audit Manager
  15. Financial Controller
  16. Senior External Audit Manager
  17. Head of Internal Audit Department
  18. External Audit Partner
  19. Chief Audit Executive

The Ministry has asserted that there will be no exceptions made beyond the enforcement dates. These regulatory changes aim to raise professional practice standards and ensure that only qualified individuals hold significant technical and financial positions across the Sultanate.
