The Roads and Transport Authority (RTA) of Dubai and the Ministry of Industry and Advanced Technology have entered into a Memorandum of Understanding (MoU) designed to align initiatives and projects of mutual interest. This partnership aims to bolster the industrial ecosystem in the UAE and enhance the transport and infrastructure framework in Dubai, particularly supporting the “Made in UAE” initiative, focusing on electric and autonomous transport sectors, and generating quality investment opportunities through the ministry’s In-Country Value (ICV) program.
As per the MoU, both parties will collaborate to enhance technological capacities by providing specialized training programs from the Ministry in fields such as artificial intelligence and advanced technology to the RTA. This initiative is intended to support the RTA’s efforts in upgrading the transport and logistics sector and improving the readiness of its workforce to adopt future solutions.
The MoU was signed by Osama Amir Fadel, Assistant Undersecretary for Industrial Accelerators at the Ministry of Industry and Advanced Technology, and Mohammed Al-Muzrab, Executive Director of the Corporate Technical Support Services Sector at the RTA, during the GITEX Global 2025 event held at the Dubai World Trade Centre from October 13 to 17.
Both organizations agreed to coordinate initiatives and projects of common interest and explore ways to empower the industrial sector in the country through the development of standards and technical regulations in smart transport, while highlighting the ministry’s initiatives, especially the “Made in UAE” program.

Osama Amir Fadel emphasized that the partnership with the RTA signifies the ministry’s commitment to playing a vital role in promoting sustainable industrial development in support of the National Strategy for Industry and Advanced Technology (300 Billion Project) and the “Made in UAE” initiative.
He added, “This collaboration enhances national products in transportation and supports technological transformation by motivating companies through initiatives such as the Local and International Start-up Challenge and the Global Start-up Exchange Program, offering opportunities to develop and deploy their technologies in the UAE in collaboration with industry partners.”
Fadel clarified that the partnership will facilitate technological transformation and Industry 4.0 initiatives, contributing to the exchange of expertise in emerging technologies such as robotics, automation, drones, and digital twinning, thereby promoting the adoption of advanced technologies in the industrial sector.
Unified Efforts
Mohammed Al-Muzrab remarked that the collaboration with the Ministry of Industry and Advanced Technology arises from a shared goal of activating the positive role of empowering and developing the industrial sector. By harmonizing efforts between Dubai’s transport and infrastructure system and the national industrial framework, the partnership aims to enhance operational efficiency and improve safety and quality standards while supporting the growth of national industries.
He also noted that the MoU underscores the RTA’s vision and mission to achieve global leadership in seamless, sustainable, and innovative mobility while aligning with national objectives to build a robust knowledge economy and empower local workforce for sustainable industrial growth.
The agreement also includes the development of various incentive packages within the services provided by the RTA, enabling stakeholders in the industrial sector, including manufacturers and facilities, to operate efficiently and flexibly. Furthermore, it aims to bolster national content by adopting the ICV program and attracting industrial investments to strengthen and develop the national industry.
Additionally, the MoU highlights the significance of collaboration to enhance technological capacities through access to the Ministry’s specialized training programs in artificial intelligence and advanced technology. It also promotes sustainability and the circular economy through the recycling of electric vehicle batteries, remanufacturing spare parts, green procurement initiatives, and reducing emissions through practical projects, among other collaborative endeavors.
