Dubai continues to confidently enhance its leadership in the transportation sector through an array of pioneering smart projects, prominently featuring the integration of autonomous mobility technologies within the public transport system.
The emirate is poised to transition from the trial and testing phase to actual operational deployment of these technologies starting in 2026, aligning with Dubai’s strategy for smart autonomous transport, which aims to convert 25% of all transport methods in the city to self-driving by 2030.
Regulatory Environment
Four strategic projects form the foundation of Dubai’s smart transportation plan: autonomous vehicles, self-driving buses, self-driving abras, and aerial taxis. The emirate has made significant strides in preparing for their commercial operation by adopting various technological and operational enablers, particularly advanced artificial intelligence and extensive testing.
Partnerships with the private sector have been expanded, coupled with initiatives to foster innovation by supporting specialized startups and refining the regulatory framework to meet the needs of autonomous transport in all its forms, whether on land, at sea, or in the air.
The introduction of autonomous transport in Dubai results from a well-thought-out plan and forward-looking vision initiated years ago, culminating in the launch of the Dubai Autonomous Transport Strategy in 2016. The emirate has since engaged in a series of practical trials, highlighted by the announcement of the pilot operation of the first autonomous taxi during the “GITEX” exhibition in 2018.
In 2023, Dubai successfully operated five ‘Cruise’ vehicles in the Jumeirah area between the Union Museum and the Dubai Water Canal, achieving notable successes in efficiency and safety during the initial trial phases, which facilitated the expansion of trials thereafter.
By 2024, Dubai witnessed substantial growth in the operation of self-driving vehicles, doubling the number of vehicles and broadening the test areas to include new regions within the emirate, marking a significant step towards the anticipated launch of commercial operations in 2026.
The Roads and Transport Authority (RTA) has already begun preparations for this phase by establishing strategic partnerships with leading global companies specializing in autonomous driving technologies. This includes a collaboration with Baidu’s Apollo Go, which has signed an agreement to operate 50 vehicles in field trials in the coming months.
Additionally, cooperation agreements have been made with Uber Technologies and WeRide, a leader in smart transport solutions, to initiate an experimental phase that will eventually integrate into Uber’s services in Dubai. The first phase is expected to include a safety operator, paving the way for fully driverless commercial service by 2026.
The RTA has also signed a memorandum of understanding with Bonnie AI to launch the seventh generation of its self-driving vehicles, developed in collaboration with automobile manufacturers such as Toyota, GAC, and Baic.
These vehicles are characterized by advanced AI algorithms and a sophisticated array of sensors, including LiDAR, radar, and cameras, to ensure precise navigation and safety in various road and weather conditions. Additionally, Bonnie has partnerships with other companies like Tencent and Alibaba to integrate mobility services via robotic taxis into applications like WeChat and Alipay. Operational trials for these vehicles are set to commence later this year.
Alongside self-driving vehicles, Dubai has made progress in the maritime transportation sector, launching a pilot operation in 2023 for the first electric, self-driving abra with an eight-passenger capacity, which was locally manufactured by RTA staff. Its inaugural trips along the Dubai Creek commenced from Al Jadaf Station to Festival City Station, marking the beginning of a new phase in the development of sustainable maritime transportation in the emirate.
Full operational deployment of the self-driving abra for passenger transport in Dubai waters is expected to begin in early 2027, following a series of advanced technical trials and tests currently being conducted on smart systems and technologies, which have reached final stages. This will allow the abra to launch from the dock and reach its destination in a fully automated manner, paving the way for its adoption as a formal transportation method within Dubai’s maritime transport system.
Zero Emissions
The self-driving electric abra currently under trials on Dubai’s waters features zero carbon emissions, a 30% reduction in operating and maintenance costs, and a significant decrease in noise levels compared to diesel-powered abras. It is equipped with two electric motors, achieving a top speed of seven knots.
The abra also utilizes a self-driving control system and is fitted with four lithium batteries capable of powering the abra for seven hours. Designed to maintain the cultural heritage of this mode of transport, it harmoniously combines tradition with modern technology.
In this context, work continues on the advanced stages of the aerial taxi project as a transformative step in urban transportation, reflecting Dubai’s commitment to enhancing mobility and quality of life by leveraging the latest innovations. The initial phases of this project are part of a comprehensive strategy devised by RTA to incorporate electrically powered, self-driving aerial vehicles into the city’s smart transportation network.
12 Minutes
The RTA began executing the project in 2023 by signing a cooperation agreement with the General Civil Aviation Authority, the Dubai Civil Aviation Authority, and the British firm Skyports Infrastructure, which specializes in developing vertical aviation infrastructure within cities, along with American company Joby Aviation, a leader in the production of electric, self-flying aircraft. This agreement establishes the first partnership of its kind globally to operate aerial taxis in urban environments in a regulated and safe manner.
Based on this partnership, the first four take-off and landing stations have been identified, including a main station near Dubai International Airport, one in Downtown Dubai, a third in Dubai Marina, and a fourth at Palm Jumeirah.
These stations aim to provide a hyper-fast transportation option connecting the city’s key areas in record time, with the journey from the airport to Palm Jumeirah expected to take only 12 minutes, compared to about 45 minutes by car.
First Flight
The RTA has initiated the ambitious project by commencing construction on the first station last year, coinciding with the development of regulatory and technical frameworks in collaboration with international partners.
The focus has been on aligning infrastructure and air safety requirements with this new mode of transport, culminating in 2025 with the successful completion of the first test flight of an aerial taxi that took off from a testing site in the Dubai desert.
This flight marked a historic milestone for the project, confirming the emirate’s readiness for the anticipated commercial launch in 2026, positioning Dubai as the first city worldwide to adopt an intelligent and sustainable urban air transport system within its public transportation network.
Furthermore, Dubai is advancing its plan to experiment with and operate self-driving buses on its roads, with preparations underway for full operational readiness by 2030.
The RTA has also signed collaboration agreements with two international companies, one French and one Chinese, to develop this project according to the highest technical and operational standards, utilizing the existing infrastructure, particularly dedicated bus lanes, which are crucial for operational success.
Regulatory Standards
The RTA is paying special attention to establishing the necessary regulatory and technical frameworks for testing self-driving buses, fully aware of the unique challenges associated with this type of vehicle.
These challenges include technical and operational requirements that differ from smaller autonomous vehicles like taxis, as the larger size of buses poses difficulties regarding maneuverability and movement within urban areas. Limited availability of globally specialized manufacturers also restricts the options for supply and operation.
To accelerate progress and overcome issues related to operating self-driving buses, the RTA launched the “Dubai Global Challenge for Autonomous Mobility,” aimed at attracting the most innovative companies in the field to participate in developing autonomous buses.
This initiative is set within a fully equipped experimental environment, along with plans to create supportive infrastructure that includes dedicated electric charging stations, with the new buses being fully electric in addition to being self-driving, thereby enhancing environmental sustainability and aligning with the city’s aspirations to reduce carbon emissions.
Collectively, these efforts are part of a comprehensive vision being implemented by Dubai to bolster its global leadership in adopting advanced mobility technologies, ensuring the city’s readiness for the future of smart transportation and contributing to improved quality of life while providing effective, safe, and sustainable transport solutions for a diverse and evolving community like Dubai.
