In a rapidly evolving technological landscape marked by increasing geopolitical tensions, the United Kingdom is unveiling one of its most secretive initiatives: the National Security Strategic Investment Fund (NSSIF). This fund has been operating discreetly for years, financing projects related to security and defense, including AI-driven drones and encrypted communication networks.
Closely associated with British intelligence agencies like MI5, MI6, and GCHQ, the fund is preparing to assume a more public role, following the UK government’s decision to enhance its budget by £330 million over the next four years, aimed at bolstering national security through innovation.
According to reports, while the fund has been reticent about its previous financial details, the government confirmed in its latest industrial strategy that the new funding is intended to accelerate investments in dual-use technology companies. This comes amid the “growing significance of the intersection between national security and technological innovation.”
Efforts are being made to increase the fund’s public profile by appointing a communications officer and participating in public events. This shift is viewed as a direct response to evolving global threats and is informed by lessons learned from the Ukraine conflict, where technology has played a crucial role in shaping the dynamics of warfare.
From Shadows to Spotlight
The fund was established in 2018 during a period when Western democracies were re-evaluating their positions in the technology race. The initiative was conceptualized by Anthony Finkelstein, a cybersecurity expert and former chief scientific advisor for national security, who drew inspiration from the U.S. venture capital firm In-Q-Tel, which supports technological innovation for the CIA.
Finkelstein stated, “I was very interested in finding better ways for the UK national security community to innovate more rapidly and with greater impact… and using that as a leverage for growth in the UK,” indicating that his thinking was influenced by In-Q-Tel’s model of creating innovation pipelines for new technologies.
After an unsuccessful attempt to create a joint fund with the U.S. and Australia, the project was launched as a partnership between the UK government and the British Business Bank, focusing on long-term investments—referred to as “patient capital”—in promising startups within sensitive sectors like security and defense.
Targeted, Discreet Investments
The fund acquires stakes in startups deemed critical to the UK’s sovereign needs and manages programs for rapid prototype development and testing of technologies within the government sector, as confirmed by experts previously involved in its operations.
Among its notable recent investments is the backing of Portuguese drone manufacturer Tekever, which announced plans to invest £400 million in the UK.
Since 2023, the UK Science, Technology, Engineering and Mathematics (STEM) Foundation has invested £220 million in funds and startups developing dual-use technologies, ranging from quantum-empowered chips to satellite networks for Earth observation.
Experts noted that the fund’s emergence in the context of escalating geopolitical strife and rapid technological change is not coincidental. It reflects a growing consensus that future conflicts will be shaped by technologies like artificial intelligence, as governments learn from the Ukraine war, and that military advantage and economic growth increasingly depend on adopting advanced innovations.
More traditionally, they argue that combining the national investment fund for startups with strategic commercial bets and lowering barriers for emerging companies offers a framework for addressing the UK’s ongoing challenge of transforming promising startups into established leaders.
The expansion of the National Security and Defense Fund comes amid heightened Western efforts to swiftly deliver advanced technology to the frontlines, particularly following the outbreak of the war in Ukraine. At the NATO summit held in June, leaders pledged to expedite the adoption of new technologies within the alliance to under 24 months.
The rising geopolitical tensions, from China’s weaponization of supply chains to the unpredictable trade policies of former U.S. President Donald Trump, have intensified concerns regarding technological sovereignty, highlighting the necessity of securing access to critical technologies.
Phillips from the National Social Entrepreneurship Fund remarked on the shifting landscape over recent years, explaining: “Four or five years ago, there wasn’t much interest from entrepreneurs in this area. They were focused on climate change, health, and other sectors. Today, there’s a new generation eager to enter the defense and security technology space.”
