The 2025 Al-Amin Forum Explores Strengthening Community Security Systems

The annual event “The Guardian Forum” will be held on October 21 under the patronage of His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, the Second Deputy Ruler of Dubai. This year’s forum takes place at the Atlantis The Royal hotel and is themed around “Community Security” as part of the “Community Year” initiative.

The forum reflects the vision of wise leadership, underscoring the belief that comprehensive security and stability are intrinsically tied to active community engagement. This participation is particularly important in today’s world, characterized by cultural and digital transformations that influence how different societal groups interact to foster security and stability.

Organized within the framework of “Community Year,” the forum aims to reinforce values of solidarity, cooperation, and shared responsibility within the community, all of which contribute to ensuring security. “The Guardian Forum” embodies this national vision by translating the goals of “Community Year” into tangible outcomes through a dialogue that combines intellectual engagement with practical insights. It emphasizes that the strength and cohesion of the community are the foundation of comprehensive and sustainable security in the nation.

Community Awareness

The event further highlights the efforts of the Dubai State Security Service, led by His Excellency Lieutenant General Talal Hamid Belhoul Al Falasi, who believes that “community security” fundamentally relies on community awareness and cohesion as key factors supporting stability and ensuring a prosperous future. The service continues to highlight the positive impact of “The Guardian Service,” guided by the directives of His Excellency Awad Hader Jumaa Al-Mehairi, the Deputy Head of the Dubai State Security Service, and under the ongoing supervision of Major General Tamim Mohammed Al-Muhairi, the Director General of the Dubai State Security Service.

The forum serves as an effective platform to affirm this pivotal role of the community, given the significant influence of this approach on the advancement and prosperity of Dubai and the UAE, aiming to establish its standing as a global model for community security and stability.

Full Agenda

The forum will host a range of senior officials to discuss strategic topics regarding the complementary roles of governmental institutions in building a sustainable community security framework. Notable attendees include:

His Excellency Sheikh Abdullah Al-Hamed, Chairman of the National Media Office, and Her Excellency Hessa bint Essa Buhumaid, Director General of the Community Development Authority in Dubai. Additionally, discussions will involve engineer Marwan Ahmed bin Galita, Director General of Dubai Municipality, alongside Omar Bouchehab, Director General of the Dubai Land Department, and Matar Al-Hamiri, Chief Executive of the Dubai Digital Government Foundation.

They are joined by Ghaith Al-Suwaidi, Executive Director of Artificial Intelligence at the Dubai Data and Statistics Authority under the Dubai Digital Authority.

A pioneering initiative will be unveiled during the forum, which includes launching an AI-powered smart tool designed to enhance communication with the public and leverage the latest technologies to promote community security.

A complementary exhibition will also take place, showcasing the concept of community security as a tangible reality, featuring leading entities such as the Dubai Culture and Arts Authority, the Dubai Women and Children Foundation, the “Furjan Dubai” initiative, and the “My Blood for My Country” campaign from the Dubai Health Authority, as well as the Community Development Authority in Dubai. These organizations will present their practical initiatives aimed at enhancing social fabric and ensuring digital safety.
