The UAE Minister of Cabinet Affairs, Mohamed Abdullah Al Gergawi, affirmed that the United Arab Emirates has established a global knowledge partnership model focused on developing talents, building human capabilities, and enhancing the readiness of government employees and community members for the future. He highlighted the launch of the initiative to train 10 million programmers in Indonesia and the executive leadership program within the strategic partnership aimed at government modernization between the two friendly nations, showcasing the wise leadership’s commitment to investing in human resources and providing future skills.
He emphasized that developing governmental leadership and fostering programming communities are fundamental pillars of the UAE government’s partnerships with nations worldwide in the realm of government modernization. This reflects the leadership’s vision on the importance of creating innovative global cooperation models to shape the future and empower communities to engage actively in this mission.
This statement coincided with the launch by the UAE and Indonesian governments of a new phase in their knowledge partnership for experience exchange and the sharing of best practices in government operations, through the Government Knowledge Exchange Forum held in Jakarta, where the executive leadership program and the initiative for 10 million Indonesian programmers were announced.
The forum aimed to assist Indonesia’s efforts in accelerating the achievement of its national agenda priorities by adopting and implementing innovative approaches that align with future demands. Additionally, it sought to strengthen the exchange of experiences, knowledge transfer, and sharing of best practices among leadership and governmental bodies from both countries, enhancing their capabilities in leading development and modernization efforts.
The Government Knowledge Exchange Forum provided a platform to review the outcomes of the strategic governmental collaboration between the two nations, share innovative initiatives serving as inspirational models for sustainable development and governmental modernization, and explore expansion opportunities in the partnership within various knowledge exchange areas.
The forum covered several key topics, including strategy and innovation, governmental excellence and performance, competitiveness, statistics, public services, artificial intelligence, and foresight.
Among the UAE officials participating were Abdullah Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, Abdullah Salem Obaid Salem Al-Dhaheri, UAE Ambassador to Indonesia, and Abdulaziz Al-Jaziri, Deputy CEO of Dubai Future Foundation. The event also witnessed significant participation from Indonesian government officials and executives.

Abdullah Nasser Lootah reasserted that the UAE government continues to develop a model for international cooperation grounded in knowledge exchange and experience sharing concerning governmental operations linked to enhancing the quality of life for communities and the future of upcoming generations.
He noted that the Government Knowledge Exchange Forum, organized by the UAE in collaboration with Indonesia, serves as a vital platform to enhance governmental knowledge, facilitating a qualitative leap in strategic partnership in government affairs between the two nations. This forum presents an opportunity to showcase partnership achievements and prospects for future expansion, thereby amplifying its positive impact on society.
Nazar Patriya: A Strong Partnership between Indonesia and the UAE for Talent Development and Digital Transformation
Dr. Nazar Patriya, Deputy Minister for Communication and Digital Transformation of Indonesia, highlighted the robust partnership binding Indonesia and the UAE, reflecting both countries’ commitment to advancing human capital and enhancing digital transformation. He noted that the inception of a strategic partnership in government modernization last November symbolizes a joint commitment to strengthening sustainable strategic collaboration.
He stated, “The Government Forum serves as a strategic platform enabling us to discuss priorities and identify vast cooperation potentials, offering a unique opportunity to convert ideas into actions.” He added that Indonesia’s government has established five strategic priorities for the upcoming phase: transitioning to digital education, accelerating the development of a national digital talent platform, fostering innovation and digital entrepreneurship, promoting multilateral cooperation with the private sector and academic institutions, and enhancing governance to ensure long-term sustainability.
10 Million Indonesian Programmers
During the government forum, the UAE and Indonesia unveiled the “10 Million Indonesian Programmers” initiative, a new strategic partnership aimed at equipping young Indonesians with essential digital and programming skills required for the digital age. This initiative seeks to prepare them for the demands of the 21st century, enhancing their readiness for future jobs and participation in the global digital economy, while opening avenues for innovation and entrepreneurship.
Executive Leadership Program for the Indonesian Government
The forum also announced the launch of the “Executive Leadership Program for the Indonesian Government,” aimed at enhancing governmental leadership capabilities and providing access to the best specialized skills through the development of leadership and managerial potential, along with sharing success stories and exemplary UAE models in government modernization.
The program includes 23 participants from various sectors within the Indonesian government, covering key areas such as the role of digital transformation in government operations, its impact on performance development and service delivery, financial management’s significance in achieving balance and sustainable growth, policy and strategy management, flexible leadership, and foresight in future planning.
It is noteworthy that the UAE government initiated the Government Knowledge Exchange Program to transfer best practices and governmental experiences to friendly nations, fostering collaboration in the fields of government modernization and development. Since its launch in 2018, the program has successfully formed partnerships with numerous nations worldwide, aimed at building institutional capacities and enhancing governmental performance through knowledge exchange in areas such as strategic planning, governmental excellence, and service leadership, alongside executing strategic initiatives and developing organizational capabilities.
