The Special Representative of the UN Secretary-General for Libya, Hana Titiye, announced that the forthcoming roadmap will be based on input gathered from Libyans through direct meetings, open calls, and online surveys.
During a virtual meeting with several Libyans, Titiye stated that this data will form the technical and political foundation for the new roadmap, which is set to be presented to the Security Council on August 20 and 21.
Titiye clarified that the mission is not aiming to extend transitional phases, but rather to shift towards stability through elections founded on a clear and actionable legal framework. She indicated that the advisory committee recommended separating the presidential elections from legislative ones.
Last Thursday, the UN mission announced that the 6+6 committee and the advisory committee reached an agreement on the need to amend the Libyan constitutional and legal framework to facilitate widely accepted presidential and parliamentary elections.
At the conclusion of a two-day consultative meeting sponsored by the UN mission, both parties affirmed that modifying the constitutional declaration and reviewing electoral laws are essential steps towards achieving a comprehensive political settlement. This process also necessitates forming a unified government with a clear electoral mandate and local and international guarantees to rebuild trust between the populace and political institutions.
This agreement is part of ongoing consultations by the UN mission with various Libyan parties, ahead of the anticipated announcement of a political roadmap during the next Security Council briefing.
