Court Judge Abdul Rahman Murad Al-Balushi, Vice President of the National Committee for Combating Human Trafficking and Undersecretary of the Ministry of Justice, alongside General Saif bin Abed, Assistant Commander General for Excellence and Leadership Affairs at Dubai Police, witnessed the launch of the 11th cohort of the Diploma in Human Trafficking Prevention Specialists.
Also present at the diploma launch were Judge Dr. Ibtisam Ali Al-Badawi, Director of the Dubai Judicial Institute, and Dr. Mohannad Dweikat, Regional Coordinator for the United Nations Office on Drugs and Crime in the Gulf Cooperation Council countries. The program is organized by the General Command of Dubai Police in cooperation with the Dubai Judicial Institute, the National Committee for Combatting Human Trafficking, and the UN Office on Drugs and Crime.
Additional attendees included Brigadier Abdul Rahman Al-Sha’er, Director of the General Department of Human Rights, his deputy Colonel Faisal Al-Khamiri, Colonel Saeed Al-Hale, Director of the Anti-Human Trafficking Crime Monitoring Center, numerous officers, and 74 participants from 9 Gulf and Arab nations.
General Saif bin Abed remarked, “This pioneering initiative has become a hallmark of Dubai Police and showcases the United Arab Emirates’ remarkable achievements in human rights and humanitarian fields.”
He emphasized that over a decade of collaborative institutional efforts reflects a steadfast commitment stemming from a visionary leadership that prioritizes human rights as a national and deeply-rooted strategic objective within the legislative and national practices.
In turn, Judge Abdul Rahman Murad Al-Balushi affirmed that the diploma reflects the UAE’s dedication to combating this serious transnational crime that impacts human dignity and fundamental rights.
He further stated, “As crime techniques evolve and criminal networks increasingly utilize modern technologies, it is essential that we expedite the development of our tools, not only for identifying victims but also for promptly and efficiently referring them to the relevant authorities.”
Consequently, the National Committee has launched a new electronic referral system for victims of human trafficking, leveraging artificial intelligence technologies to enhance victim detection accuracy, improve coordination among involved agencies, and facilitate proactive criminal data analysis, ensuring immediate protection and care, as well as preventing the escalation of crime.
The rapidly changing landscape of crime necessitates continuous efforts to refine our response tools, strengthen international cooperation, and build robust connections between various related entities, both governmental and international.
The 11th Diploma in Human Trafficking Prevention Specialists commenced with the participation of 74 candidates from 9 Arab and Gulf countries.
The diploma covers multiple topics, including the concept of human trafficking crime, its legal foundations according to different forms and criminal acts, the underlying causes of these offenses, their impacts, and definitions under UAE law and comparative legislations.
To acknowledge the efforts of strategic partners in successfully executing the diploma and ensuring the sustainability of its scientific and academic framework, General Saif bin Abed, alongside Brigadier Abdul Rahman Al-Sha’er, honored Judge Abdul Rahman Murad Al-Balushi, Judge Dr. Ibtisam Al-Badawi, and Dr. Mohannad Dweikat, recognizing their significant roles in solidifying institutional collaboration and enhancing purposeful partnerships.
