A Proactive Vision That Laid the Foundation for a Global City

Looking at Dubai today, it is hard to imagine what the emirate was like decades ago. The present-day city is an extraordinary economic marvel, and understanding its current success requires looking back at the solid foundations laid by visionary leaders during a time of limited resources and significant challenges.

One of these influential figures is the late Sheikh Rashid bin Saeed Al Maktoum, who ruled Dubai from 1958 until his passing in 1990. He was not just the emir; he was the mastermind and strategic planner who transformed Dubai from a community reliant on fishing and pearl diving into a regional and international economic hub by the end of his reign.

The late Sheikh Rashid is recognized as one of the founding leaders of the United Arab Emirates, especially in Dubai’s history. His exceptional vision and strategic planning skills made him a forward-thinking leader.

When Sheikh Rashid took control of Dubai in 1958, the emirate was largely dependent on limited resources derived from pearl diving and modest trade. The region was on the brink of massive geopolitical and economic changes with the onset of the oil era. Historians generally agree that Sheikh Rashid’s economic achievements were pivotal in establishing the solid groundwork for modern Dubai, turning it into a globally admired economic center.

He accomplished projects that can only be described as “ahead of their time,” as he had the foresight to envision the future. This vision resulted in iconic projects that were part of a clear and comprehensive economic strategy focused on proactivity and adaptability. During his rule, Dubai invested heavily in infrastructure, creating an environment conducive to business and attracting capital, ultimately transforming Dubai into a trading and service exchange platform.

Understanding that reliance solely on oil, while significant, was not a sustainable long-term strategy, Sheikh Rashid aimed from the beginning to develop a diversified economy that positioned Dubai as a center for trade, services, and investment, independent of oil wealth.

Believing that advanced infrastructure is the backbone of economic development, he allocated a significant portion of the first oil revenues to fund giant projects that forever changed Dubai’s landscape. His visionary approach led to projects that became the foundation of the modern Dubai economy.

Sheikh Rashid also encouraged both domestic and foreign private sectors, confident that entrepreneurship and competition drive the economy. He fostered a business-friendly environment rooted in trust and ease of operation, creating a stable and secure environment for investors and traders, which attracted capital and talent from across the globe.

Dubai Creek

Historically, the creek has been the lifeblood of Dubai, but it required enhancement. In the 1960s, Sheikh Rashid deepened and widened the creek to allow larger vessels to enter and launched the Rashid Port project in 1972, which turned into one of the region’s most advanced ports. This development secured the future of maritime trade in Dubai and enhanced its role as a critical link between the East and the West.

Jebel Ali Port

Among Sheikh Rashid’s boldest and most far-reaching initiatives was the establishment of Jebel Ali Port, planned in the 1970s and opened in 1979. This port was not merely a maritime facility; it was a complete industrial and free zone, representing a significant strategic leap.

Constructed away from the urban center, it was designed for future growth and to accommodate the latest large container ships. Today, Jebel Ali Port stands as one of the largest and busiest artificial ports globally, serving as the backbone of industry and trade in Dubai, attracting thousands of global companies to its surrounding free zone.

Jebel Ali Free Zone

The Jebel Ali Free Zone is closely tied to the port’s success. Sheikh Rashid recognized the need to create a unique investment environment to encourage global companies to set up regional headquarters. The free zone provided an unprecedented package of incentives at the time, including:

a 50-year income tax exemption (renewable), full foreign ownership (100%), unrestricted capital and profit repatriation, and no currency restrictions. JAFZA quickly became a pioneering model worldwide, attracting industrial and commercial giants and fulfilling Sheikh Rashid’s vision of making Dubai a logistics and industrial hub.

Dubai International Airport

If the creek and ports represented Dubai’s maritime arteries, then Dubai International Airport served as the wings connecting it to the world. Officially opened in 1960 with the encouragement and support of Sheikh Rashid, the airport has continuously evolved and expanded. A new terminal was established in 1971, and runways were upgraded to accommodate larger jets.

While striving for diversification, Sheikh Rashid remained cognizant of oil’s significance as a funding source for development. In 1966, the offshore Fatih oil field was discovered, and commercial production began in 1969.

He wisely directed the initial oil revenues toward financing large infrastructure projects rather than treating them as consumer revenue. Sheikh Rashid also founded Dubai Petroleum to manage oil wealth, overseeing the construction of a refinery that added value to this natural resource.
