The real estate market in Dubai is experiencing significant growth in 2025, despite a typical seasonal slowdown in the initial quarter. Supported by solid macroeconomic foundations, a swelling population, and heightened investor trust, the city is solidifying its status as a notable and resilient property market worldwide.

A recent report from Cavendish Maxwell indicates that Dubai saw more than 42,000 residential sales transactions in Q1 2025. This marks a 10.0 percent drop from the previous quarter, attributed to a decline in project launches and seasonal factors. Nevertheless, year-on-year performance remains robust, with transaction volumes increasing by 23.1 percent and total sales reaching Dhs114.4 billion, representing a 29.6 percent rise. The demand for apartments was predominant, but there was also a noted increase in interest for villas and townhouses, reflecting a growing preference among residents for larger, family-centric living spaces.

Economic forecasts predict that the UAE will experience a 4.7 percent growth in 2025, with Dubai’s GDP set to rise by 3.3 percent. This steady economic advancement, driven by population growth and sustained investor interest, is further establishing Dubai as a critical hub for investments and lifestyle migration.

Balancing Supply and Demand

Around 9,300 housing units were completed in Q1 2025, with Jumeirah Village Circle recording the highest number of handovers. By the end of the year, an additional 73,000 units are anticipated, contributing to a total of around 300,000 new units by 2028.

Although property prices and rents have seen slight moderation compared to the aggressive increases of 2024, growth remains positive. Property prices rose by 2.8 percent quarter-on-quarter and 15.8 percent year-on-year, while rental prices increased by 1.0 percent QoQ and 14.4 percent YoY. Renewals now account for 70 percent of rental agreements mainly due to the implementation of the Smart Rental Index, which aims to standardize pricing and mitigate speculative hikes.

Gross rental yields continue to be attractive, reported at 7.3 percent for apartments and 5.0 percent for villas, highlighting Dubai’s allure for buy-to-let investors amidst global interest rate fluctuations.

Pro-Investor Policies Attract Capital

The real estate landscape in Dubai thrives on the foundation of investor confidence strengthened by favorable government policies. Advantages such as long-term residency options, absence of income or capital gains tax, and a transparent legal framework have established the Emirate as an attractive and accessible investment locale.

“Few cities parallel Dubai’s blend of luxury, safety, connectivity, and supportive policies for investors,” stated Patrick Rouse, Chief Development Officer at Deyaar Development. “In 2025, we expect advancements in smart infrastructure, sustainability initiatives, and digital governance to further enhance Dubai’s position. For developers like Deyaar, this opportunity enables us to create next-generation communities—from technology-integrated homes to wellness-focused living areas in strategic growth zones.”

The demand for off-plan projects remains robust due to appealing payment plans and the chance to invest in areas poised for future appreciation. Rouse noted that the recent off-plan offerings from Deyaar have attracted substantial interest from both end-users and international investors eager to acquire high-quality homes in a rising market.

High-End Sector Powering Long-Term Growth

As the market matures, the focus is transitioning from transaction volume to long-term value, particularly within the ultra-luxury sector. Wealthy individuals are increasingly opting for Dubai not just as a secondary residence but also as a base for family life and extended residency.

“The industry is shifting from quantity to quality,” remarked Mahdi Amjad, Founder and Executive Chairman of OMNIYAT Group. “We are seeing continuous demand from global citizens who appreciate lifestyle, architecture, and a sense of community. At OMNIYAT, we are integrating architecture, art, and hospitality into spaces that represent a new standard of urban luxury.”

OMNIYAT’s recent projects, including Lumena, an ultra-luxurious commercial tower, and VELA Viento, an upscale waterfront residential tower in Marasi Bay, have attracted significant international attention due to their design-first strategy and limited availability.

“What we’re observing is a market recalibration rather than a peak,” Amjad added. “Our purchasers are not mere speculators; they are individuals investing in homes for their families and lifestyle assets. Dubai’s secure, pristine, and connected environment supports this long-term vision.”

Soaring Demand for Relocation and End-User Buyers

A prominent trend in 2025 is the marked increase in demand from individuals looking to relocate. An increasing number of residents, particularly expatriates, are opting to purchase property and settle in Dubai, encouraged by lifestyle benefits, flexibility in remote working, international educational institutions, and an expanding digital economy.

“There is a clear trend towards relocation,” Amjad noted. “Dubai has grown beyond being just an investment destination; it is now a desirable location for living, raising families, and building futures. This shift is reshaping how developers approach construction—we are concentrating on building comprehensive homes rather than mere investment properties.”

Mohamad Kaswani, General Manager of International Markets & Partnerships at Property Finder, reinforced this trend. “With rents hitting record highs, many long-term tenants are exploring home ownership. Our rent versus buy calculator consistently shows that purchasing property becomes more advantageous under a holding period of three to five years or more.”

Technological Advancements Transforming the Industry

Dubai is leading in the integration of technology within real estate. From artificial intelligence-driven analytics to blockchain-based smart contracts and immersive virtual showings, the real estate experience in the city is increasingly becoming digital-centric.

“The UAE is positioning itself as a global innovation leader,” Kaswani explained. “The government’s dedication to AI and PropTech is evident, be it through the launch of a PropTech fund by the DLD or the consistent emergence of new startups in the sector.”

These innovations are rendering real estate transactions quicker, more transparent, and more user-focused, especially for international investors who may not be physically present in the UAE.

Stable Prime Rentals and High Occupancy Rates

While the acceleration of rent increases is stabilizing, occupancy rates remain extremely high, especially in premium locations such as Downtown Dubai, Palm Jumeirah, and Dubai Marina.

“Rental prices hold steady in prime areas, with occupancy rates exceeding 90 percent,” Kaswani stated. “This indicates strong underlying demand and a well-balanced market.”

This stabilization signifies market maturity rather than decline, and most experts anticipate continued strength for the remainder of 2025.

Outlook: Robust Fundamentals and Sustainable Growth

As Dubai’s property market moves into the latter half of 2025, it is buoyed by factors such as population growth, infrastructure development, investor interest, and regulatory innovation. Although supply is set to rise, it is expected to be effectively absorbed due to increasing end-user demand and the global desire for Dubai’s lifestyle offerings.

“Looking ahead over the next two to three years, we have unwavering faith in the Dubai narrative,” Kaswani concluded. “With visionary leadership, intelligent regulation, and ongoing innovation, Dubai is not only resilient but also prepared for the future.”
