Housing in Dubai: A Foundation for Community Stability and Quality of Life

The emirate of Dubai has experienced a significant transformation in its support strategies for citizens in recent years, particularly concerning housing, which is a cornerstone for community stability and quality of life.

These changes align with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, aimed at creating a comprehensive urban and social model that positions Dubai as the best city in the world to live in.

This commitment is evident through a series of ambitious initiatives, historic budgets, and regulations aimed at expanding housing support while enhancing both social and economic stability for residents in the emirate.

The establishment of the Supreme Committee for Development and Citizen Affairs in May 2022, under the guidance of Sheikh Mohammed bin Rashid Al Maktoum, is a tangible reflection of the intention to fundamentally change how citizen support is structured.

The committee is chaired by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defense, and it focuses on developing integrated strategies that address all aspects of citizens’ social, economic, and housing needs, fostering collaboration between public and private sectors.

Dubai Urban Plan 2040

The Dubai Urban Plan 2040 serves as the strategic foundation for directing the emirate’s urban and housing growth, emphasizing sustainable development and enhancing quality of life. Central to this plan is the notion that human beings are at the heart of urban planning. According to the plan, integrated residential communities will be developed for citizens, featuring green spaces and commercial and recreational facilities.

This initiative will elevate levels of well-being and provide a healthy, balanced living environment. Additionally, the plan ensures the sustainable management of land resources through effective long-term planning that meets housing needs for over two decades.

The Dubai government’s focus on housing is key for maintaining citizens’ living standards and happiness. In September 2021, Sheikh Mohammed bin Rashid Al Maktoum approved a historic housing budget of 65 billion dirhams, spanning twenty years, exemplifying a deep commitment to the welfare and social support of its citizens as this budget represents a significant increase in governmental assistance.

This initiative was accompanied by a directive to quadruple the number of beneficiaries from the housing program and the allocation of 1.7 billion square feet of land to meet residents’ needs for the coming twenty years, clearly demonstrating a transition from limited assistance to long-term sustainable empowerment.

Innovative Initiatives

The Supreme Committee for Development and Citizen Affairs is dedicated to empowering citizens through various initiatives, including the “My Home” program aimed at low-income individuals.

This initiative provides financial support for completing construction or furnishings, raises the value of housing loans to one million dirhams interest-free, and lowers the monthly deduction rate to 15% of a citizen’s income.

Moreover, it eliminates the requirement to provide a deposit for obtaining residential land and reduces the prices of certain housing options by up to 10%, in addition to offering exemptions from electricity and mortgage fees to facilitate construction, particularly for first-time homeowners.

These initiatives reflect a housing policy focused on “facilitation and support,” which is a hallmark of Dubai leadership, and affirm the government’s commitment to alleviating living burdens and ensuring social stability.

Model Communities

The Dubai government has adopted an innovative approach to developing residential neighborhoods through the launch of “model communities” that go beyond mere housing complexes to create integrated social environments with modern facilities and green spaces.

These areas also provide educational, health, sports, and cultural services, enhancing community cohesion and national identity. They exemplify the application of concepts of social and economic sustainability in housing, signaling maturity in public policies and a shift from merely thinking about “housing” to thinking about “living.”

In ongoing efforts, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum recently approved a project for 17,080 housing units across 1.46 million square meters under the “affordable housing” policy, thereby widening the housing choices available for citizens regardless of income levels and needs.

In September 2021, Sheikh Mohammed bin Rashid Al Maktoum sanctioned the allocation of over 4,000 plots of land and homes worth 5.2 billion dirhams as the initial phase of the citizens’ housing program in Dubai.

He increased the value of housing loans to one million dirhams interest-free for eligible groups, and in April 2022, he approved a new housing package valuing 6.3 billion dirhams that includes homes and land for 4,610 citizens.

In September 2022, following directives from Sheikh Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai launched a comprehensive housing plan to provide 15,800 homes for citizens in Dubai by 2026. This integrated housing plan, which will be monitored by the Committee for Citizen Affairs and Development, focuses on offering proactive housing services that align with the leadership’s vision, with a goal of delivering 15,800 dwellings for citizens in Dubai by 2026.

The plan aims to meet the target of the approved housing program in Dubai, which includes implementing 4,000 housing units with diverse options by 2026, with expectations that total housing loans for citizens will exceed 13 billion dirhams by that time.

In June 2023, during a meeting of the Supreme Committee for Development and Citizen Affairs in Dubai, the Crown Prince confirmed the committee’s progress in executing Sheikh Mohammed bin Rashid Al Maktoum’s directives to ensure the highest quality of life for citizens, guaranteeing their stability and a prosperous future.

The committee aims to leverage all available resources for the benefit of citizens and enhance their family stability and confidence regarding their present and future, which positively impacts the comprehensive development strategy in Dubai as an ideal place for work and living.

During this meeting, he stated: “We have allocated 11,500 plots of land for citizen housing in Dubai, and we have approved housing loans for around 7,000 beneficiaries totaling 7 billion dirhams. We will continue to provide a quality lifestyle and a social and economic system that ensures our citizens live with dignity.”

Furthermore, over 11,500 plots have been allocated, and loans approved for approximately 7,000 citizens worth 7 billion dirhams, demonstrating our commitment to offering quality living standards and a supportive social and economic environment for our citizens.

These figures indicate a strong responsiveness and swift implementation in addressing citizens’ needs.

Social and Humanitarian Aspects

The housing policies in Dubai embody social and humanitarian dimensions, which are noteworthy features of its housing strategy. The Dubai government not only provides housing but also fosters family cohesion by prioritizing the allocation of homes for entire families within the same area.

Special attention is given to groups such as low-income individuals, senior citizens, and people with disabilities. This vision contributes to building a cohesive community where citizens feel that the state is a partner in their stability and growth, rather than just a provider of support.
