Memorandum of Understanding to Enhance Employment Opportunities for Citizens in Dubai

Strategic Agreement to Enhance Community Empowerment Efforts

The UAE Human Resources Development Council has announced the signing of a memorandum of understanding (MoU) with the Community Development Authority. This collaboration aims to strengthen joint efforts and achieve shared goals in community empowerment, which will increase employment opportunities for citizens in Dubai and enhance their participation in the emirate’s economic and social development.

The agreement was signed by Abdullah bin Zayed Al Falasi, Director General of the Human Resources Department of the Dubai Government and Vice Chairman of the UAE Human Resources Development Council, and Hessa bint Essa Buhumaid, Director General of the Community Development Authority. The two parties aim to support Dubai’s plans to empower national competencies through the launch of quality programs and initiatives based on effective partnership principles among governmental entities while providing appropriate job opportunities for both men and women.

A Significant Milestone

Abdullah bin Zayed Al Falasi stated, “This agreement represents a significant milestone in activating institutional partnerships aimed at opening new horizons for citizens of Dubai. It reflects our ongoing commitment to translating the leadership’s vision into practical initiatives that create a tangible difference in citizens’ lives and support their aspirations for a prosperous future.”

He further added, “We aim to transform community councils, which serve as a link between individuals and hiring entities, into effective platforms for attracting talents and directing them toward suitable opportunities, thus enhancing the principle of equal opportunity and improving the quality of employment.”

Hessa bint Essa Buhumaid commented that signing the MoU with the Human Resources Development Council is a strategic step that enhances institutional collaboration in empowering community members and creating practical pathways that open doors to opportunities. This partnership is based on the firm belief that people are the essence and goal of development, aligning with Dubai’s vision of building a cohesive, productive, and sustainable community.

The agreement includes reinforcing cooperation between the two parties to provide quality packages that facilitate employee integration into the workplace through direct career guidance and targeted training and employment opportunities, which will contribute to enhancing the readiness of national talents for suitable job opportunities across various sectors.

Furthermore, this collaboration supports the Community Development Authority’s empowerment strategy, which aims to improve the quality of life for citizens and enhance their economic empowerment in line with Dubai’s comprehensive development vision.

A Leading Model

This initiative exemplifies a pioneering model for integration between government entities concerned with localization and community empowerment, reflecting the emirate’s direction to build a work system that responds to upcoming demands and aligns with the objectives of the “Dubai Social Agenda 33” and the “Dubai Economic Agenda D33,” which aim to increase citizen participation in economic development and enhance their professional stability.

Organizing job fairs in community councils is also among the priorities of both parties. These events aim to activate community roles and achieve integration among relevant entities by enabling job seekers to enroll in positions that match their qualifications while facilitating direct communication with hiring organizations in a supportive and encouraging environment.

This collaboration contributes to improving coordination efficiency between the two parties through data and information sharing and establishing joint operational mechanisms to provide suitable assistance for job seekers, meeting their professional and living needs within the framework of the empowerment plan approved by the Community Development Authority.
